【摘要】 大学生“村官”政策是党中央在新时期新形势下作出的一项重大举措,一方面有利于培养锻炼新农村建设骨干力量和党政干部后备人才,另一方面有利于缓解当前大学生就业难问题。大学生“村官“政策目标的达成,关键取决于政策执行的实际效果。本文在介绍大学生“村官”政策出台背景和主要内容的基础上,以江苏省为个案,考察研究大学生“村官”政策在地方的实际执行状况。文章首先考察了江苏省执行大学生“村官”政策所采取的具体措施。接着总结了江苏省执行大学生“村官”政策所取得的积极效果,这些效果主要体现在优化农村基层干部队伍结构和促进社会主义新农村建设等方面。同时分析了“村官”政策执行中存在的主要问题,具体包括大学生报考“村官”的动机问题、选聘工作中的缺陷问题、大学生“村官”的身份困境问题、大学生“村官”的不适应现象以及期满出路不畅通问题等。最后,针对存在的问题,提出了优化大学生“村官”政策执行效果的八个方面的建议：做好大学生“村官”的心理调适工作；帮助大学生“村官”完成角色转型；健全科学、合理的选聘机制；健全大学生“村官”的服务机制；健全大学生“村官”能力培养机制；健全大学生“村官”创业激励机制；建立健全大学生“村官”“退出机制”；提升大学生“村官”的五大能力。更多还原

【Abstract】 College-Graduate Village Official policy of the the Party Central Committee under the new circumstances make a significant move. On one hand it could cultivate the backbone of building a new socialist countryside, strength talent person of the party and government officials, on the other hand can help to alleviate current students’ employment. It depends on the implement performance to achieve College-Graduate Village Official policy target.The thesis shows the background and main contents of the College-Graduate Village Official policy, takes Jiangsu province as an example, makes investigation and research on the local implement performance of the College-Graduate Village Official policy. First, the thesis illustrates the specific measures used in Jiangsu province to ensure College-Graduate Village Official policy, summarizes the active effect of the policy that optimize rural grassroots cadres structure and promote Socialist new countryside construction. Second, analyzes the main problems in the implement of College-Graduate Village Official policy, which consist the motivation of college graduates, drawback of recruitment, the identity of College-Graduate Village Official, unsuited phenomenon of graduate students and the difficult situation when the graduates complete their appointment. The thesis concludes eight suggestions to optimze the implement performance of College-Graduate Village Official policy, to improve the psychological condition of college graduate village official, to achieve role transition successfully, to perfect scientific and rational recruitment mechanism, to strength the service mechanism, to enhance training mechanism, to perfect encourage mechanism of establish a business by themselves, to strength the quit mechanism, and enhance five kinds of abilities of college graduate village official.更多还原
