【摘要】 近年来,随着国家政策导向和中石油集团公司发展战略的调整,以及内外部环境因素的客观影响,辽河油田工程技术系统的管理体制、内部结构、运行方式和经营机制都发生了一系列重大变化,新问题、新矛盾凸显,企业出现较大亏损,经营出现困难。辽河油田工程技术系统发展面临着巨大的挑战,唯有采用先进的管理思想,帮助企业找到制约发展的瓶颈,促进企业结构调整,才能增强企业盈利能力、实现扭亏解困。对标管理是企业在现代管理中改善企业经营绩效,提高企业核心竞争力最有用的管理工具之一。其基本思想是通过规范且连续的比较分析,重新思考和改进经营实践,创造自己的最佳实践。对标管理深入到企业的每一项业务、每一个资源要素,是辽河油田工程技术系统合理评判自身经营状况和发展趋势,识别影响企业发展和效益提高的深层次原因,逐步破除发展障碍,推动扭亏解困工作的有力工具。本论文应用对标管理等相关管理理论知识,结合当前辽河油田工程技术系统各单位生产经营现状,设计了经营指标对标管理方案。并依据该方案对辽河油田工程技术系统8家单位开展的内部对标评价。本文为力求通过经营指标对标管理分析发现制约企业发展的“短板”,并以此为背景提出针对性改进方案和对策建议,为辽河油田工程技术系统实施对标管理进行有意义的探索。更多还原

【Abstract】 In recent years, with the adjustment of the national policy and CNPC’s development strategy and the influence of internal and external environments, the management system, internal structure, operation and management mechanisms of Liaohe Oil Field engineering and technical systems have undergone a series of changes. With new problems and new contradictions, a larger loss of business occurred. Facing enormous challenges, only the use of advanced management ideas can help Liaohe Oil Field engineering and technical systems find the bottleneck restricting the development, promote enterprise restructuring, enhance profitability and achieve deficits poverty.Benchmarking is one of the most useful tools in the modern business management to improve performance, enhance the core competitiveness of enterprises. The basic idea is to re-think and improve business practices and create their own best practices through continuous standardize and comparative analysis. Benchmarking, deep into each of the business and every element of a resource, is a powerful tool to judge operating conditions and trends, identify deep-seated factors influencing business development and efficiency improvement, get rid of obstacles to development, and promote the process of reducing losses.This paper apply benchmarking and other related knowledge of management theory, combining with the current status of Liaohe Oil Field engineering and technical systems in production and operation, design benchmarking program of economic indicators. And based on the program, evaluate the economic indicators of 8 enterprises of Liaohe Oil Field engineering and technical systems. This paper seeks to find "shortcomings" through benchmarking and further puts forward an improved scheme.更多还原
