【摘要】 本论文是建立在真实客观的企业实际情况基础上的。因黑龙江航运集团所处黑龙江内河水运和海运等市场环境的竞争越来越激烈,面对日益激烈的市场竞争,惟有研究制订并实施科学有效的发展战略来提高自身的核心竞争力,才能做好准备,迎接挑战,加快发展。论文首先介绍了黑龙江航运集团的基本概况和战略管理现状,通过对黑龙江航运集团战略管理发展历程的分析,找出了黑龙江航运集团战略管理存在的问题、产生问题的主要原因。通过对黑龙江航运集团进行外部环境PEST分析、产业结构五力模型分析和SWOT综合分析,结果表明,集团既面临着政治经济环境较好、国内宏观经济企稳、日益重视航运业发展、航道条件即将改善、市场货源机遇较等重大机遇,也面临着受自然条件制约严重、市场竞争日益加剧、国际金融危机的影响持续蔓延等严重威胁,在主业结构调整取得重大突破、历史负担问题基本解决、新项目开发不断取得新进展、企业管理不断加强等明显优势下,还存在着企业资金紧张,融资困难,投资能力不足,灭亏任务艰巨、产业结构存在缺陷、内河运输货物种类日趋单一、企业办社会负担和历史包袱沉重、职工收入偏低,出现人才流失现象、运输船舶老化等严重问题。在环境分析的基础上,提出了黑龙江航运集团“发展三大产业,抓好三大重点,突出一个转型,实现创新发展”的未来总体战略定位,确定了分阶段的战略目标体系,然后分别制订了各主要业务战略和各项具体经营战略。同时,针对制订的战略方案,提出了各项具体的保障措施,确保战略的有效实施。通过详细分析各主要经营业务的运营情况,结合企业各种相关生产数据和经营资料,对企业存在的问题进行详细、充分的研究,深入分析问题存在的原因,设法找出切实可行的解决办法,充分发挥发展战略的引领作用,达到帮助公司提高社会价值和经济价值的目的,提高黑龙江航运集团的企业核心竞争力。更多还原
