【摘要】 尊重党员主体地位,保障党员民主权利是党内民主发展的逻辑起点。基层党组织是党的组织体系中的基层基础,是党员参与党内事务、行使民主权利的基本单位,因此党内基层民主是党内民主建设的基础工程。同时,党内基层民主也是上下合力推动党内民主发展的结合点,是党内民主理论目标和实践目标有效实现的平台。当前,各地在党内基层民主建设的实践上成效显著,探索出了党内基层民主多种实现形式,但对于党内基层民主的研究更多的是工作总结和案例分析,对党内基层民主从理论到实践的系统化研究以及整体构建地方党委推进党内基层民主的主体框架等研究还比较少。笔者以上海市闵行区党内基层民主建设的实践为分析视角,通过对相关理论问题的研究,认真分析闵行区推进党内基层民主的现状,取得的初步成效,既而针对存在的问题和薄弱环节,提出完善党内基层民主的对策措施。通过闵行区的实践探索,构建出党内基层民主建设的实现途径和主体框架,进而推动党内基层民主向广度和深度发展,为保障党员民主权利,推动基层民主法制建设提供有益的探索。本文共分为三部分:第一部分是党内基层民主的一般理论分析,包括:党内基层民主的基本内涵、主要内容、功能特征,党内基层民主发展的重要意义和路径原则,构建出党内基层民主的理论框架。第二部分是上海市闵行区党内基层民主的现状分析,包括:当前闵行区党内基层民主建设的主要做法、阶段性成果、基本经验和党内基层民主建设存在的问题和薄弱环节。第三部分是大力推进党内基层民主建设,完善党内基层民主的对策措施。一是完善选举机制,提高竞争性;二是完善决策机制,提高科学性;三是完善沟通机制,提高及时性;四是完善监督机制,提高有效性。更多还原

【Abstract】 Respecting the subject status of the Party member,guaranting their democratic rights is the logical starting point for the development of inner-party democracy.The grass-roots Party organization is the basic level in the organizing system of the Party, it is the basic unit for the Party members to participate in Party affairs and exercise their democratic rights, so inner-Party democracy in grass-roots units is the basic project of the inner-Party democratic construction. At the same time, the inner-Party democracy in grass-roots units is the joining points for the whole Party from head to foot to promote the development of inner-Party democracy,it is a effective platform to realize the goal of inner-party democracy in theory and practice.Currently, the building of inner-Party democracy in grass-roots units has achieved remarkable results in practice, and the Party has already explored several realization forms of the inner-Party democracy in grass-roots units.However,as to the researches of the inner-party democracy in grass-roots units, summary of experience and case studies are more studied,while systematic studies from theory to practice are less researched.Author to the inner-party democracy in grass-roots units of Minhang District, from the perspective of the practice, through the theoretical issues related to the research, careful analysising the present situation and the preliminary results of Minhang District to promote the status of the inner-party democracy in grass-roots units, proposing the related perfect solutions to the gaps and shortage of the theory and practice on the improvement of the countermeasures of the inner-Party democracy at the grassroots level.By doing this,the unity of the targets about the theory and practice of innovation of the inner-Party democracy in grass-roots units may be achieved to the utmost and to promote the development of the inner-Party democracy at the grassroots level to the breadthand depth.This article is divided into three parts:Section I is the general theoretical analysis of the inner-Party democracy at the grass-roots level,including the basic connotation,the characteristics,the function of inner-Party democracy at the grass-roots level and the principles of standards, force to develop inner-Party democracy at the grass-roots level,to build up the theoretical framework about it. Section II is the analysis about present situation of Minhang District in Shanghai in inner-Party democracy at the grass-roots level,including the obtained the main approach the basic experience the initial results of the current stage of inner-Party democracy at the grassroots level,even the existed problems and the related reasons about it. Section III is the promotion of the construction of inner-Party democracy at the grassroots level,it is the solution to resolve the issues about Section II.The first is to give full play to the function of inner-Party democracy at the grassroots level improving competitiveness;the second is to enforce the decision-making mechanism of inner-Party democracy at the grassroots level strictly improving the scientific; the third is to strengthen the communication mechanism of the inner-Party democracy at the grassroots level improving the timeliness;the fourth is to improve the supervision mechanism of the inner-Party democracy at the grassroots level enhancing the effectiveness.更多还原
