【摘要】 近年来,在我国一些地方先后发生了高致病性禽流感、高致病性猪蓝耳病、A型口蹄疫等重大动物疫病,有的是新传入发生的,有的是病毒变异、致病力增强所致。这些情况,都对我国的动物卫生应急管理体系提出了新的要求,需要我们尽快提高这一体系建设的步伐。东方动物卫生法学研究所承担了中加合作项目《动物卫生应急管理研究》课题研究,笔者承担和参加了动物卫生应急管理研究项目,并对其中的加拿大动物卫生应急管理体系进行了系统的研究。本文主要研究针对重大动物卫生突发事件的应急管理体系,包括政策支持、法律规范、疫情评估、疫情预警、组织机构、物资贮备、人员队伍、应急响应、公众教育、动物防疫、无害化处理和应急演练等方面开展研究,系统地分析了中国和加拿大、美国的动物卫生应急管理体系,并对加拿大、美国的动物卫生应急管理体系的特点进行了深入研究,通过对我国动物卫生应急管理体系存在的主要问题进行了分析研究,借鉴加拿大、美国的动物卫生应急管理体系的经验,对我国动物卫生应急管理体系建设、特别是针对物资贮备、应急响应、应急演练的计划和完成方面提出了建设性的意见和建议。更多还原

【Abstract】 In recent years, China has successively occurred some major animal epidemics in some places, such as highly pathogenic avian influenza (HPAI), highly pathogenic blue-ear pig disease (PRRS), and type A of foot and mouth disease (FMD), etc, because someone has introduced new virus, or a plenty of virus variation, enhanced pathogenicity. These circumstances, it put forward new requirements to our animal health emergency management system, and we need to improve the pace of system construction. When the program in Canada and China—study of animal health emergency management—continue to implement. Our center assumed this research that was a research of animal health emergency strategy. I also attended this research tasks, and had made some research by the numbers to Canadian animal health emergency management system.This paper studies emergency management system to the major animal health emergencies, including the policy support, legal norms, assessment of epidemic outbreak, warning, organization, the material reserves, personnel, emergency response, public education, animal epidemic prevention and control, harmless disposal and emergency drill in the research, etc. That systematically analyses animal health emergency management system among China, Canada, and American, meanwhile it made a intensive study in animal health emergency management system of feature in Canada and American. Based on the existing of problems our animal health emergency management system that are analyzed and studied, use the experience of two state for reference, it finally gives some positive comments and proposals in the construction of animal health emergency management system更多还原
