经济边缘区域政府扶贫开发问题研究

【摘要】 经济边缘区域是商品经济发展背景下产生和形成的贫困落后地区。在全社会商品生产普遍发展的大环境下,经济边缘区域如何得到快速发展,摆脱贫困,关键是加快经济发展。而发展经济的有效途径是政府推动与市场经济机制的有效结合。所以,必须正视市场经济条件下经济边缘区域的协调发展问题。但因其游离于中心经济圈之外,无法获得比较利益和分工优势,越来越处于不利地位,光靠自身积累发展根本解决不了贫困问题。必须依靠政府支持与推动,发挥政府的引导和调控作用,从而打破地区间经济发展不平衡的不利局面,使之向相对平衡与稳定协调的方向发展。本文从经济边缘区域的概念、形成、特点分析入手,通过国内外扶贫开发模式的比较,剖析了经济边缘区域经济发展的制约因素,结合具体案例分析,总结了咸阳旱腰带地区政府主导型扶贫开发模式,为同类地区推广应用提供了有益的经验,并提出了需要进一步研究探讨的问题。本文由七章组成。第一章导论。阐述了选题背景、研究的目的和意义、简要评述了国内外主要扶贫开发研究动态,说明了研究思路、研究方法和论文的可能创新之处。第二章经济边缘区域政府开发相关理论。阐明经济边缘区域的概念、形成与特点,以及政府在经济边缘区域扶贫开发中的主导作用;对哈罗德—多马模型、刘易斯的二元结构与农村劳动力转移理论、舒尔茨的人力资本论及“耗散结构”与“断环论”做了分析评述.第三章经济边缘区域政府扶贫开发中优势特色产业的选择。通过商品经济发展的规律分析,揭示了优势特色产业在区域经济发展中的作用,提出了政府扶持特色产业发展的原则。第四章咸阳旱腰带地区经济发展的主要制约因素。从基本概况入手,分析了区域内的自然环境条件,找出了经济发展的制约因素。第五章咸阳旱腰带地区政府扶贫开发模式探讨。总结咸阳渭北开发模式、运作方式及效果,为同类地区扶贫开发提供了经验。第六章经济边缘区与政府扶贫开发保障政策第七章结论及有待研究的问题。更多还原

【Abstract】 Economic marginal region is a poor and backward area produced and formed in the context of commodity economic development. Along with the general development of commodity production in whole society, speeding up economic development is the key to rapidly develop economic marginal region and to get out of poverty. An effective way to develop the economy is the effective integration of government promotion and market economic mechanism. Under the market economic conditions, therefore, a coordinated development in economic marginal region should be faced up to. However, it more and more disadvantaged and could not solve the poverty problem only by the self-accumulated development, as alienated from central economic zone and lacked accesses to the comparative advantage and division of labor advantages. Rely on governmental support and impetus, the government’s guidance and control should be brought into play, and then the unfavorable situation of the uneven economic development between regions will be broken up and inverted into a relatively balanced and stably coordinated direction.In this paper, started with the concept, formation, and characteristic analysis of economic marginal region, through the comparison of poverty alleviation and development at home and abroad, the economic development constraints in economic marginal region were analyzed. And combined with specific case studies, the Xian yang dry belt regional government-led poverty alleviation and development model was summed up. It provided a useful experience for the popularization and application in the same region and put forward some issues for further research and exploration.This article was composed of seven chapters.The first chapter introduced the background of topic, the purpose and meaning of research, and presented a brief review of research and poverty alleviation and development at home and abroad. It was shows the ideas and methods of the research and the conceivable innovation of papers.Chapter two related to the government development theory of economic marginal region. It clarified the concept, formation and characteristics of economic marginal region, as well as the government’s leading role in poverty alleviation development of economic marginal region. It gave analytical reviews on Harrods- Do mar model, Lewis’s dualistic structure, and rural labor theory, Schulz’s human capital and "dissipative structures" and "broken ring theory".The third chapter concerned the choice of preponderant characteristic industry of government poverty alleviation development in the economic marginal region. Through analyzing the law of development of commodity economy, it revealed the effect of preponderant characteristic industry in regional economic development, and proposed the principles with which government supported the development of characteristic industry. Chapter four presented the main restraining factors of economic development in Xian yang dry belt region, which started from the basic overview, analyzed the natural environmental conditions within the region, and found out the restraining factors of economic development.Chapter five related to the research of government poverty alleviation developmental mode in Xian yang dry belt region. It summed up the development mode, operation mode and effect of Wei bei area in Xian yang, to provide experiences in poverty alleviation development in congener areas.Chapter six economically marginalized areas and the government policy of poverty alleviation and development to protectChapter seven contained conclusions and recommendations.更多还原
