三江平原湿地保护法律问题研究

【摘要】 三江平原湿地是世界重要湿地资源之一,此类湿地的保护列入研究的重要日程。但是目前湿地保护和利用还存在很多问题,本文就是从法律的角度来探讨解决问题的方法。作者在学习借鉴了近年来国内外湿地保护立法方面的研究成果,在准确阐述湿地基本理论的基础上,分析了三江平原湿地开发利用过程中法律保护的状况。并且从三江平原湿地保护法律机制中存在的问题入手,就湿地立法的价值取向、湿地保护管理机构设立、合理利用和保护湿地等法律制度方面提出了完善三江平原湿地法律保护构想。笔者以坚定的毅志力和刻苦钻研的精神作出的研究成果希望能为三江平原湿地保护提供一个好的方法,同时也能为推进三江平原生态环境建设和经济资源可持续发展贡献绵薄之力!更多还原

【Abstract】 Sanjiang plain wetland is the one of the most important wetlands in the world.Now such important wetlands are put in protection.But wetland use and protection present situation has many problems,what we pay attention how to solve these problems for legislation. Being in the lignt of a study to draw lessons from the lawmaking wetlands at home and abroad in recent, this article is mainly first obtains from wetland outline to introduce wetland function,highly pay attention to wetland ecology function, and analyze the present situations of legal protection during the people making use of the Sanjing plain wetland.This article provide the people how to construct the wetland protection legal framework,at the basic of analyzation how weake wetland management system and what main reasons are in wetland protection legislation, which is the basic value of wetland legal protection,how to participate wetland protection departments and so on.The writer is mindset and perserverance to put all efforts to find out how to put the Sanjiang wetland in legislation protection,which all is to give some efforts to ecological and economical developments for Sanjiang wetland.更多还原
