【摘要】 国家“十一五”规划纲要中首次提出推进形成主体功能区,统筹考虑各区域的资源环境承载能力、开发强度和发展潜力,把国土空间划分为优化、重点、限制和禁止开发四类主体功能区,针对各区在发展和布局中的不同功能和地位,配套实施差别化的区域政策和绩效考核标准,形成规范、合理的空间开发结构。推进形成主体功能区战略的实施,需要制定并落实科学、切实可行的分类区域政策,而区域政策工具是区域政策顺利实施并发挥作用的有效手段。在各主体功能区推行分类政策时,一方面,应根据各个主体功能区的主体功能定位和政策取向,选用不同的区域政策工具；另一方面,为了避免不同区域政策工具之间可能出现的矛盾冲突,应选择运用基金工具,以达到协调区域政策工具、克服矛盾效应的目的。本文在明确各主体功能区特征功能定位的基础上,系统分析了各个主体功能区分类政策的取向,并根据区域财政、投资、产业、人口和环境政策的目标,选取并组合区域政策工具。接下来,重点分析了欧盟运用区域政策工具及基金工具解决区域问题的做法,并提出了对我国主体功能区分类政策工具和基金工具的启示。最后,分析了基金工具的作用范围、资金来源和近期运作模式,并提出了我国运用基金工具的政策建议。更多还原

【Abstract】 The construction of the main functional areas was proposed in the summary of the country’s Eleventh Five-Year Plan. Considering the carrying capacity, development intensity and development potential of the region’s resources and environment, we divided the land space into four main functional areas which are optimization zone, focus zone, restriction zone and prohibition zone. For the different functions and status of the districts in the development and distribution, we should carry out different regional policies and performance evaluation standards, so to form standardized and rational structure of space development.To promote the formation of the main functional areas, we need to develop and implement scientific and practical regional policies.The regional policy tool is the effective means to ensure the smooth implementation of regional policy.In order to implement the classified regional policies, on the one hand, we should choose appropriate classified policy tools based on different main functional orientation and policy orientation of the main functional areas, on the other hand, we should use the fund tool,which can coordinate the possible conflicts between policy tools. So the contradictions will be overcome.In the thesis I defined the features and functional orientation of the main functional areas, and analyzed different policy directions. According to the regional financial, investment, industry, population and environmental policy objectives,1 selected and combined use of regional policy instruments. Next, I focused on analyzing the practice that EU use regional policy instruments and funds to solve regional problems, and then,1 proposed the advice for the classified policy tools and fund tools. Finally, I analyzed the scope, funding sources and recent operational mode of the fund tools, and proposed the policies and recommendations of using the fund tools in China.更多还原
