【摘要】 中国电信集团公司XX省公司(简称“XX电信”)目前在业务支撑系统(Business Support System, BSS)建设中出现了项目组协调不足、需求响应处理慢、无知识管理和信息共享平台等问题,影响了BSS远期战略目标的实现。因此,XX电信必须在现有的基础上,运用先进的项目管理方式提升BSS建设中的项目管理水平,加强BSS对企业市场战略的支撑,进而增强企业的竞争能力。论文从项目集管理理论和项目组织结构理论出发,结合XX电信BSS系统的实际情况,构建了XX电信BSS项目集管理模型。本文通过研究项目集治理的组织结构、辅助信息系统的功能模型,以及对项目集生命周期中的管理活动进行探讨,形成了一套具体而又完整的BSS项目集管理方案。模型具有动态性、完整性和系统性,为电信运营商的BSS管理提供了新的思路。本文分为两大部分,第一部分是案例部分,第二部分为正文。第二部分第一章为绪论,阐述了研究目的、意义、方法以及基本框架；第二章以项目管理协会(Project Management Institute, PMI)的项目集管理理论和项目组织结构理论为主干,对项目集管理研究成果进行了综述；第三章构建了XX电信BSS项目集管理模型,然后对其辅助信息系统和治理结构的组成和实现进行了具体论述,并对项目集生命周期中的项目集管理活动进行研究；最后,对所做的研究进行了总结,得出通过项目集管理可以提高XX电信在BSS建设中的项目管理能力,促进BSS远期战略的实现这一结论。展望未来,在行业市场激烈竞争的环境下,运用BSS项目集管理方法会为电信运营商提高市场反应能力提供有力支撑。更多还原

【Abstract】 There are some promblems, such as inadequate coordination of project team, slow respondence of requirement, lack of the knowledge management and information sharing platform, etc, during the Business Support System (BSS) construction in XX provincial company of China Telecommunications Corporation (XX Telecom). It will affect the achievement of long-term strategic objectives of BSS. So XX Telecom must adopt advanced project management methods to enhance project management level, improve the supporting ability for enterprise market strategy, and then enhance the company competitiveness.A program management model has been setting up based on the program management theory and project organizational structure theory, combined with the actual situation in the BSS of XX Telecom. A set of concrete and comprehensive program management solutions is explored in this paper through studies on the organizational structure of program management, the function model of supporting information system, and the management activities in the life cycle of program. Model is dynamic, full and systematic so that it can provide new ideas for BSS management of Telecom operators.This article is divided into two parts, the first part is the case, and the second part is the analysis of the case. Chapter one of the second part described the research background, the purpose and significance of the research, the research ideas, the basic framework and some innovation. While in the second chapter, as the backbone of program management theory of Project Management Institute (PMI) and project organization structure theory, program management research were reviewed. In Charpter three, the program management model for BSS of XX Telecom is built, the composition and realization of supporting information system is specifically addressed, and the management activities of program management is studied. Finally, the research draw a conclusion that the program management can improve BSS construction and long-term strategy implementation in XX Telecom. In conclusion, making good use of BSS program management will support effectively for telecom operators’ market responsiveness.更多还原
