【摘要】 随着社会信息化的发展,很多政府项目管理方式也跟着相应发生了根本的变化,工程项目的规划设计管理也跟着发生了变化,以前潍坊滨海经济开发区规划设计院的规划设计管理是松散的,其基本情况是大部分的业务是针对开发区内部的,某单位来潍坊滨海经济开发区规划设计院联系业务,常常是这么一个情况,需要测绘了找测绘,需要设计了找设计,结账的时候财务又不知道具体做了哪些工作,造成各个业务口无法及时沟通,信息无法快速共享。信息化的管理是一种将分散信息集中,过去信息的传送途径是通过简单人工传送,这样使办事效率低,不利于管理层的信息统计与决策。本系统用于对经济开发区内工程项目的规划设计的管理,传统模式的管理花费很多的精力,采用信息新技术优化管理手段,强化规划设计流程,加强项目监理,提高工作效率。本人在系统的研究中主要对系统功能性需求进行了分析、参与了系统功能的划分研究,另外对系统中的部分核心业务流程进行了分析。本文分析了规划设计院管理系统开发的背景和趋势,通过规划设计院管理系统当前研究发展趋势的分析,找出了规划设计院管理系统建设的问题和不足,确定了规划设计院管理系统的业务模式和核心业务；概要描述了系统的整体情况；对系统的需求分析和架构设计进行了详细描述；对于业务中的主要业务功能进行了详细的需求分析和详细设计；最后,对其中有代表性的模块的详细实现进行了描述。系统实现了对项目的进度、项目质量、项目人力资源与项目费用进行合理、有效的监控；规范潍坊滨海经济开发区规划设计院的管理过程,办事流程,提升其管理水平,提高生产效率；使潍坊滨海经济开发区规划设计院的工作人员从繁重的纸上作业中脱离出来,把更多的精力和时间放在业务上,使其更加专注于业务细节部分,提高办事效率。系统的实现符合规划设计院内所有办公人员办公需要,给室内工程设计规划管理业务提供一个快速规范化的管理流程。更多还原

【Abstract】 With the development of information society, There are fundamental changes on the way of project management of government as well as project planning and design.It is obvous that it is loose for the planning and design management of the Planning and Design Institute of Economic Development Zone in Binhai of Weifang is, which is that most business is open to the internal zone,so much so that it hard to intercourse business and share information for people outside. Nowdays,the system of scientific information management is adopt to gether information to make things inefficient for managers on contrast with the manual transmission in older times. So, the system in this paper is untilized to strengthen the planning and design processes and project supervision efficiently with new technology.The study include the analysis of needs of functions and the interfere in practice as well as the analysis of part of core business of the system.This paper analyzes backgrounds and trends of the Planning and Design Management System by which problems and deficiencies are found out to identify the model and core of business;The situation of the system is descripted in summary as well as needs and design in detail. Finally, a module representative is described in detail.The system implements the project progress, project quality, human resources and project costs were reasonable and effective monitoring, specifying the management process and work processes to improve management level and production efficiency; meanwhile, stuff are able to put more energy and time on the business assignments and focus on details of business from the heavy paper。The system meet the needs of all office stuff and provide a business management processes,fast and standardized.更多还原
