【副题名】基于DS教育署七个街镇“青少年社区实践活动辅导站建设”的实践

【摘要】 根据有关数据,由于双休日制度的实行和“减负”政策的进一步推进,加上寒暑假和国定假日,我国青少年学生目前的课余时间已经占据了全年近二分之一的时间,如何利用好这些时间,在学校以外的环境中让青少年得到成长和发展,成为学校、家长、社区和整个社会所共同关注的问题。青少年社区教育的职能和实施主体不明;对现有社区教育资源的利用缺乏有效的开发和整合;青少年社区教育经费来源和相关政策制度的缺少和不完善;青少年社区教育专业队伍的缺乏等都是亟待在研究中得到解决的问题。这也是笔者选取“浦东新区青少年社区教育工作研究”作为研究主题的冲动所在。作为亲历者,笔者参与了浦东新区DS教育署区域内7个街镇“青少年社区实践活动辅导站建设”的实践研究,对青少年社区教育的现状和问题有深刻的认识和感受。本论文采用行动研究的方法,通过三年前后对浦东新区DS教育署区域内7个街镇青少年社区教育的问题分析和对策调整,探究青少年社区教育工作的框架体系。本研究通过对浦东新区DS教育署区域内的七个街道、镇青少年社区教育状况的调查分析,揭示该地区在青少年社区教育中存在的教育实施主体的混淆、行机制不完善、教育资源整合不充分、专业队伍建设力度不够等问题。借鉴其他国家和社会组织对我国的启示,构建“青少年社区实践活动辅导站”的行动框架,着力于进行青少年社区教育活动的管理体系的完善、机制体制建设、有效保障体系的建立等的研究,并进一步分析了当前青少年社区教育活动存在的学校正规教育的影响、机构的有限职能与青少年社区教育需求的矛盾、经费来源单一性与经费有效落实等问题,笔者提出了要从加大志愿者人力开发,变政府主导为社会主导;从拨款到购买服务,提高青少年社区教育经费的效能;从规制到自然形态,构建“实践体验”的课程形态;搭建信息化平台,创新社区教育的载体和平台的调整策略,从而促进现代社区教育的职能的进一步发挥和青少年社区教育的深入发展。更多还原

【Abstract】 To begin with, it is necessary for me to issue my perspective on this theme Research on community education aiming at teenagers. As it is known to all, school children have about 80 days of vacation exclusive of the regular official public holidays, and students’ spare time takes up nearly half a year. Chinese Education Ministry advocates reduction of Students’ Study Load, aiming at providing an educational with all-round development in all schools and higher-learning institutions. It requires school, family, community and society to involving in building up a healthful and favorable social environment for teenagers. Shanghai has the country’s most developed basic education system, and I’m quite sure that Shanghai 2010 Expo can bring us more challenges and opportunities for our government and community education.As one of the participants, we have done much research on improving the work at the instructors’ stations for community activities in the past three years, which was support by the Education Department Pudong. With the combination of families and communities, the research focuses on how teenagers could be principal parts in community activities, the operational mechanism and system construction of community education and the human resources management. On the basis of that, approach the effective access and framework of community education for teenagers and propose a strategy for its further development.According to the survey on the community education centers subdivision, including 7 sub-districts and town community education centers, there are many problems exist in the present state of community education. Like the operation mechanism is not perfect, the educational resources integration is not adequate and the construction of professional teams is inadequate. With the advanced guidance from other developed countries and international community organizations, we are under constructing the community education campaign management system, the mechanism system and the effective stability system. We will form the feature of easy-operation system on community education system in Shanghai in the coming years.The paper also has further analysis on the current impact of formal education in schools, the imbalance between supply and demand in the functional organizations, the proper measures of getting secure funds and the overseeing methods of effective implementation of educational programs. To solve these problems, we can focus on the statistical networked systems such as social networks,which to support communities by creating access to education .Our work is grounded in community-based projects mainly on the teenagers which address critical needs identified by the community, and in which community members play active roles in decision making, implementation and evaluation. We also have to broaden the volunteers’ resources and shift government functions, in which dominates social and community influences. All projects provide opportunities for participants to develop and promote the community education for teenagers into a higher level.更多还原
