保持大学核心竞争力矩阵结构的平衡

【摘要】 经济全球化在推动商品、服务、技术、信息、资金以及人力等资源要素的全球性配置的同时,也在加速高等教育的国际化。高等教育国际化既给我国高等教育的发展带来机遇,也使其发展面临严峻的挑战。在高等教育大众化、国际化以及教育需求多样化的背景下,我国高等教育如何抓住机遇、迎接挑战,提升大学的核心竞争力,已是当务之急。大学核心竞争力研究针对的是大学的现实生存状态,关注的是大学未来发展,目的是为大学在越来越激烈的竞争中找到一条新的出路。大学间频繁出现大学排行榜、招生大战、公布就业率、争入世界一流大学、国内一流大学等,体现愈来愈强的大学间的竟争。有竞争,必然涉及竞争力,而其中最核心、最关键的要素就是核心竞争力。本文从核心竞争力理论在大学竞争中的重要地位及培育大学核心竞争力的迫切性出发,基于伯顿·克拉克的矩阵视角,将矩阵理论运用到大学核心竞争力研究中,构建了大学核心竞争力的矩阵结构,即:影响大学核心竞争力的竞争因素众多,学科、师资队伍、大学品牌、办学理念、校长、大学制度、发展战略这些因素相互作用,相互影响,有序的交织在一起,错综复杂,这是典型的“矩阵结构”。这个矩阵结构其实是隶属于学术系统与行政系统这两个高度交叉的矩阵组织中,矩阵结构中每个因素都受到学术与权力两种权力的深刻影响。大学核心竞争力的培育选择从这种复杂而有序的矩阵结构入手,探讨大学核心竞争力矩阵结构是什么?怎样随学术、行政两种权力的变化而变化的,从而得出结论大学核心竞争力的培育关键在于保持大学核心竞争力矩阵结构平衡,保持学术与行政的动态平衡。因为,只有保持学术系统和行政系统这两个高度交叉的系统的动态平衡性,才能使得大学核心竞争力的各个竞争因素都得到最佳发展,才不会因为学术或行政某一方的强势限制其发展;只有大学核心竞争力各个影响因素协调积极发展,才能塑造提升强有力的大学核心竞争力,才能在竞争中发挥优势。基于此,文章提出了行政系统和学术系统执行层的适度交叉;对学术系统要鼓励交流和创新,对行政系统要更加强调服务意识;校长治校与教授治学相辅助;大学校长-学术与权利的枢纽等具体、切实可行的大学核心竞争力培育的具体途径和措施,从根本上提升大学核心竞争力,从而实现高等教育优质、可持续发展。

【Abstract】 In the promotion of economic globalization of goods, services, technology, information, capital and human resources elements, such as the global configuration, it is also to speed up the internationalization of higher education. Internationalization of higher education not only to the development of China’s higher education opportunities as well as its development is faced with severe challenges. Popularization of higher education, internationalization and the diversification of the educational needs of the background, China’s higher education how to seize opportunities, meet challenges and enhance the core competitiveness of the University have been given top priority.This article from the core competence theory in the University of the importance of competition and development of core competitiveness of the University of the urgency of departure, based on the perspective of Burton Clark of the matrix, the matrix theory applied to the core competitiveness of the University study, the University established a core the competitiveness of the matrix structure, namely: the impact of the University of core competitiveness of many factors, Subjects, teachers, university branding, education philosophy, school principals, university system, the interaction of these factors the development of strategies, interaction, and orderly interwoven and complex, this is a typical "matrix structure." The matrix structure is attributed to the academic system and the administrative systems of the two highly cross-matrix organization, matrix structure of each factor were academic power and authority of the profound impact of the two.University of the cultivation of core competitiveness to choose from this complex matrix structure and orderly start to explore the core competitiveness of the University of the matrix structure is affected by how the academic and administrative powers of the two changes, and how to make the core competitiveness of the University of matrix structure to maintain a balance , which come to the University of the cultivation of core competitiveness lies in maintaining the dynamic balance of academic and administrative.This is because only maintain the academic system and the administrative system of these two highly dynamic cross-system in order to make the University of the core competitiveness of the various influencing factors have been the best development, we will not be a party because of academic or administrative power to restrict their development; only the University of the core factors affecting the competitiveness of the positive development of co-ordination in order to create a strong university to enhance the core competitiveness in order to play in a competitive advantage.Based on this, the article put forward the administrative systems and academic systems of the appropriate implementation of cross-layer; system for academic exchanges and to encourage innovation, to the administrative system should be greater emphasis on service awareness; school principals and professors of supporting scholarly research; -University academic and rights such as the hub of the University of viable to cultivate the core competitiveness of the specific ways and measures to fundamentally enhance the competitiveness of the University of the core in order to achieve high-quality higher education and sustainable development.
