【摘要】 产业集群是全球激烈竞争的产物,正在推动世界各地的经济增长。产业集群理论是新型现代化区域发展理论,己成为区域经济学、产业经济学等学科的重要研究内容,对区域发展和区域竞争力的增长具有现实指导意义。从当前的研究来看,针对产业集群竞争力评价的研究较少。通过对产业集群竞争力的评价不但有助于对产业集群的发展有更深刻的理解,更重要的是有助于寻找致使产业集群竞争力不强的关键因素,从而有助于指导地方政府和产业集群采取适当的措施解决产业集群所面临的问题,促进产业集群竞争力的提升。煤炭产业集群研究正是从集群角度对煤炭产业现象进行的一种研究。目前,我国主要产煤区出现了产业集群化发展现象,且发展趋势逐步加快,但国内对煤炭产业集群的研究还处于初级阶段,关于煤炭产业集群竞争力评价的研究更是较少有人涉及。GEM模型是以波特的钻石模型为基础,提出的一种通过定量方法分析区域产业集群竞争力的模型。本文首次尝试将GEM模型运用到煤炭产业集群分析上来,通过定量方法评价煤炭产业集群竞争力发展水平。通过对产业集群评价方法的比较,本文尝试建立了适用于煤炭产业集群的GEM模型指标体系,通过专家问卷调查,并运用层次分析法确定GEM模型各指标的权重。通过对安徽煤炭产业集群问卷调查,经过汇总测算,得出安徽煤炭产业集群竞争力评分,并对评价结果进行了分析。最后综合考虑安徽煤炭产业集群的现状与特征,提出如何利用产业集群的区域品牌优势、创新优势、完整的配套体系、协同竞争优势、资源共享优势和人才优势等方面来提升安徽煤炭产业竞争力。更多还原

【Abstract】 The industry cluster is the output from the fierce global competition, and the indispensable route for countries and regions to respond to the globalization challenges, it is promoting growth of worldwide economy. We find that only a few of specialists and scholars have paid attention on the evaluation of the industrial clusters competitiveness in current studies about the industrial clusters. As we all know, an effective evaluation on the industrial clusters will be helpful for us to have an intuitionistic comprehension about the clusters, even more importantly, it can help the local regional governments to find the problems that the clusters are facing and then to deal with them accordingly.The study of coal industry cluster is a study on the phenomenon of coal industry, from the perspective of the Industry Cluster. At present, the development of coal industrial clusters has emerged in many parts of China with the gradually accelerating development trend, but the domestic study on coal industry cluster is still in its initial stage, less study on competitiveness evaluation of the coal industry cluster. GEM model based on diamond model is a method of quantitative analysis. The paper tried to apply GEM model on coal industry.According to the comparison of the industrial clusters evaluation methods, the author built the indices,inspected the application of GEM model in coal industries, trying to establish an index system. The author made questionnaire to experts for getting indices weight using AHP. Then the author made questionnaire to Anhui coal enterprises for getting each index score. Finally the author calculated the GEM competency score. This paper measures Anhui coal industry cluster competency through a systematic analysis of scientific research, and analysis the results of evaluation. At last, consider the present situation and feature of Anhui coal industrial cluster, proposed how to promote the Anhui coal industrial competitiveness by using the region brand advantages、innovation advantages、complete associated system、Co-competitive advantages、resource sharing advantages and talents advantages which from the industrial cluster.更多还原
