基于ITS的高速公路紧急救援管理系统研究

【摘要】 到2006年底,我国的高速公路通车里程已达45300公里,成为仅次于美国,在世界上位居第二的国家。高速公路里程的增加有效地改善了我国公路交通结构与运输效率,其发展拉近了城市与城市的距离,改善了我们的生活环境和生活质量,为人们的出行和城乡物资交流提供了安全、高效、快速、舒适的服务,促进了国民经济的发展。然而,高速公路的快速发展在对国民经济做出贡献的同时,也产生了严重的负面效应——高速公路交通事故。我国高速公路的交通事故死亡率与国外发达国家相比是很高的,如日本高速公路亿车公里死亡率均在0.5~0.8人之间波动,而我国差不多是日本的10倍。事故死亡率如此之高的一个主要原因就是我国现行的高速公路交通事故紧急救援管理存在着许多不足,发现、反应、救援不及时。ITS在交通领域中有着重要的作用,研究将ITS相关技术应用到高速公路交通事故紧急救援管理中具有重要意义。文章在分析国内外紧急救援管理现状的基础上,指出我国高速公路紧急救援管理存在的不足,针对这些不足,从事故救援法规体系、紧急救援组织机构、紧急救援管理系统、紧急救援保障四个方面构建了我国高速公路紧急救援管理体系,并提出基于ITS的高速公路紧急救援管理系统,确定了系统的功能模块,详细阐述了各功能模块的作用,分析了系统的具体工作流程,并设计了系统资源数据库。论文旨在解决当前我国高速公路紧急救援体系不合理、运行效率低、救援不及时的问题,从整体大局协调各部门之间的合作关系,使包括相关政府部门、路政、交警、医疗、消防等机构的救援队伍行动一致,配合默契,从而使高速交通事故的危害性得以控制,提高救援效率、减小事故死亡率、降低事故带来的经济损失。
【Abstract】 Our country’s highway mileage which was up to 45300 km in the bottom of 2006 was on the second level in the whole world, just after America. The increasing of highway mileage improved effectively the construction of our traffic and transportation efficiency. Its development not only shortened the distance among cities, but also improved our living environment and quality which offered safe, efficient, comfortable service for people’s outgoing and communication among towns, in the meanwhile, promoted the development of national economy. However, the rapid development of highway brought up the negative effects, that is highway traffic accidents. Compared to the developed countries, out country’s traffic accidents’ mortality rate in highway is very high, for example, the highway mortality rate within 10 billion miles in Japan is waving between 0.5 and 0.8, but our mortality rate is 10 multiple of Japan’s. One of the reason for such high mortality rate is that there are much deficiency on our highway traffic accidents emergent rescue management, such as it is not timely on discovery, response and rescue.This paper was based on analyzing emergent rescue management at home and abroad, and pointed out the deficiency of our highway emergent rescue management. It created our highway emergent rescue management system from 4 aspects, there are accident rescue rule system, emergent rescue organization, emergent rescue management system and emergent rescue guarantee. At the same time, it put forward the highway emergent rescue management system which was based on ITS and confirmed the modules of functions. It analyzed the working processes of the system and designed system resource database.The paper is focus on the problems of our highway emergent rescue system, such as rescue system is not suitable, run effect is too low, rescue is not timely etc. It harmonizes the cooperation relationship among departments from the overall situation, which made the related government, the road administration, traffic police, medical treatment, fire fighting and other organizations work tacit cooperation, thus controlled the hazardness of highway traffic accidents, improved rescue efficiency, reduced mortality rate and economy losing.
