【摘要】 基于目前山东省水路交通规费征收存在问题,提出了山东省水路交通规费征收管理系统的建设方案,提高了山东省水路交通规费征收管理的信息化水平,促进了山东省水路交通规费征收工作的开展。本项目基于J2EE多层架构进行构建,以港航规费征收票作为业务核心,建立包含开具规费票据、票据管理、综合查询管理、系统维护等业务系统,实现省、市、收费站三级的数据交换和共享;实现了票据省、市、收费站三级的统一管理;根据港航局实际情况,满足从省、市、所三个层次不同用户的工作需要。系统主要面向基层一线从事规费征收的航运管理人员、省市规费征收业务管理科室工作人员、省市两级港航业务主管领导,系统操作界面简洁、直观、明了,针对不熟悉计算机的工作人员增强了辅助录入功能,能够提供更加丰富的查询方式和更快的查询速度。本文首先分析了港航规费征收的背景、意义及国内外研究现状,简单介绍了系统所采用的主要技术和数据库;其次重点分析了港航规费征收系统的业务特点及主要模块功能。再次在系统设计思想和目标下,对港航规费系统主要业务进行概要设计和详细设计,包括功能设计和数据库设计。最后在软件和硬件的开发环境下,给出了港航规费征收管理系统的技术实现,以规费征收、票据管理、报表等工作为重点,研究主要规费征收业务的软件实现。港航规费征收系统的使用,规范了工作流程,提高了工作效率,在网上对票据管理、开具规费发票、综合查询、报表生成等业务模式的实现起到了关键性的规范作用。在足不出户的情况下就可以完成对票据的申请、审核、发放、领用等工作,缩短了办公时间。在平时开具票据等工作中最大限度的减少了纸质填写工作,不但提高了工作效率也大大降低了工作成本,系统在Internet上的运行突破了传统以纸质资料为主的工作方式,为港航局节省了大量的人力、物力和财力,在一定程度上取得了良好的经济效益。提高了水路交通规费征收管理的信息化水平,促进了水路交通规费征收工作的开展。更多还原
