【摘要】 农民专业合作经济组织是中国农业走向世界的必由之路,是应对“入世”挑战、解决“三农”问题的一项治本之策。实践证明,这是农民群众发展经济、增收致富的一种有效形式,对提高农民进入市场的组织化程度,引导农民参与竞争,推进农业产业化经营,提高农产品质量安全水平,构建农村和谐社会都发挥了积极的作用。由于起步晚、农户户均经营规模小、农业市场化程度不足、合作组织生存环境的制度性缺陷等因素导致农民专业合作经济组织存在不少问题,抑制了农户对专业合作经济组织的需求。本文采取实践调查和实证分析等研究方法,目的是要在理论和实践上探索既遵循国际上现代合作组织基本原则,又适合中国国情的发展对策。本文第一章通过梳理和总结国内外研究现状,为分析和研究我国农民专业合作经济组织提供了理论工具和借鉴,并从整体上把握了农民专业合作经济组织的基本概念和质的特征。第二章介绍了我国农民专业合作经济组织基本概况、发展历程、发展趋势,旨在总结过去经验教训的基础上,认清现实,把握未来。第三、四章是本文的重点,通过分析农民专业合作经济组织存在的起点低,规模小,覆盖面偏低,合作紧密性还不强,功能和作用有限;官办色彩浓厚,农民自主性程度较低;治理多数不健全,运行活力不足等问题并深入分析原因所在。进而提出提高农民素质,增强农民主体地位,抓好试点示范,加强政府引导规范作用,减少行政干预,加大土地规范流转力度,注重合作文化建设等政策性建议。以期推动农民专业合作经济组织制度的不断完善和我国农村经济社会的发展。更多还原

【Abstract】 Farmer professional cooperative economic organization is the only way for China’s agriculture to the world.Bsides,it is also a fundamental policy to deal with "WTO" challenges and solve the "three rural" issue. Practice has proved that this is the peasant masses to develop the economy and increase the production.The organization also plays a role in improving the degree of organization for farmers access to markets , guiding farmers to participate in competition, promoting industrialized operation of agriculture, enhanceing the level of quality and safety of agricultural products, and building a harmonious society in rural areas. Because of late start average for small-scale farmers, agricultural market, the degree of lack of cooperation of the living environment of the system deficiencies and other factors, the organization has a lot of problems and the farmers needs are delayed. this essay willt take about the theory and practice using practice of investigation and research methods like envpirical analysis, which follow the basic principles of modern Cooperation Organization and China’s national conditions to suit the development of countermeasuresIn this essay, the first chapter summarizes the situation at home and abroad to provide the theoretical tools for the analysis and research of China’s rural specialized cooperative economic organizations and overall grasp the basic concepts and qualitative characteristics of the peasant specialized cooperative economic organizations.The second chapter introduces the basic survey, the development course and the trend of development of our country Farmer Specialized Cooperative economy Organization in order to recognize the reality and grasp the future based on the past experience lesson.The third and fourth chapters are the key points of this essay. through analyzing many problems which exist in the organization such as small scale, low coverage, weak compactness and limited function. The pasts also point out the government operates too much while the farmers have a little independence .
