【摘要】 当前电子政务在全球范围内受到广泛的重视,电子政务的全面普及于推广使政府的业务朝着信息统一化、办公自动化、政务公开化、管理科学化的方向发展,通过一站式的管理和服务,极大提升了政府部的公共形象。本文结合自己的实际工作背景,采用J2EE平台开发技术,开发设计了潍坊滨海经济开发区规划建设局电子政务系统。系统主要功能包括前台门户和后台管理维护两大子系统:一是前台门户系统,前台门户系统主要包含的功能有:开发区规划建设局组成机构的说明、相关国家政策法规的说明、办事指南、项目工程的网上报批、报建手续查询、规划方案公示、领导审阅、互动交流、信息检索等等。二是后台管理系统,后台管理系统包括信息管理和用户管理两个功能。信息管理主要包括栏目管理、信息发布管理、外部链接管理、网络设置、访问统计等功能。用户管理包括基本信息管理、权限管理、口令管理等。针对两大子系统的分析设计,本文从滨海开发区规划建设局政务系统的需求调研着手,对系统进行了总体设计,包括功能架构、技术架构的设计,接着对系统功能模块进行了分析建模,并完成数据库表的设计。论文最后对系统各功能模块的实现进行了描述。在系统的具体实现中,联合使用DAO模式和业务代理模式,从而提高数据持久化层、模型层和Web应用层之间的相互独立性,使得系统的维护和扩展更加方便。该系统使用方便,可移植性好,代码执行效率高,与数据库连接方便。在安全方面,采用身份验证、权限等技术来保护网络与系统的安全;数据库平台采用SQL Server2000,使用方便、可伸缩性好、与相关软件集成程度高。更多还原

【Abstract】 At present, E-government develops rapidly around the world. E-government’s comprehensive popularization gave a push to government’s service promoting informationization, and office automation. Government affairs are becoming open, and the management adopts a scientific style. Through "one-stop" work style, the public image of government’s department has improved enormously.Combined with work background, the paper used J2EE platform development technology, the development has designed the Weifang Binhai economic development zone plan building office E-government system. The system major function maintains two big subsystems including the onstage gateway and the backstage management:First, the onstage gateway system mainly includes: the development zone plan building offices compose the organization the explanation, the correlation national policy laws and regulations explanation, the management guide, the project on-line to request authorization, the newspaper to construct procedural inquiry, plan public announcement, leadership securitization, interactive exchange, information retrieval and so on.Second, the backstage management system management system control two functions including the information management and the user. The information management mainly includes functions and so on column management, information issue management, external links management, network settings, visit statistics. User management including basic information management, jurisdiction management, password management and so on.This article begins from the Binhai development zone plan building office government affairs system’s demand investigation and study, has carried on the system design to the system, including the function construction, the technical construction’s design, has then carried on the analysis modeling to the system function module, and completes the database table the design. The paper realized finally to the system various functional modules have carried on the description. In the system realizes specifically, uses the DAO pattern and the service proxy pattern jointly, thus enhances the data lasting level, the model level and between the Web application layer mutual independence, causes system’s maintenance and the expansion is more convenient. This system is easy to operate, and the probability is good. The code carries out the efficiency to be high, is convenient with the database connection. In the security aspect, uses technologies and so on identification authentication, jurisdiction to protect the network and system’s security; the database platform uses SQL Server2000, the easy to operate, expandable good, and the related software integration degree is high.更多还原
