【摘要】 国家综合配套改革试验区的设立是中共中央、国务院从中国经济社会发展全局出发作出的重要战略部署,引起了经济学、社会学、管理学及情报学等领域学者的普遍关注。在探索进行综合配套改革的进程中,改革的绩效评价是任何一个试验区都无法回避的课题。本文抓住国家综合配套改革试验区建设面临的一系列评价测度问题,运用情报学、统计学及其他相关专业的知识,从知识产权角度解决国家综合配套改革试验区建设的评价问题,构建一套科学、合理、实用的知识产权综合评价体系,为评估国家综合配套改革试验区改革成果提供重要参考。在广泛的文献调研及实际调研基础上,本文初步构建国家综合配套改革试验区知识产权评价指标体系,该指标体系综合了知识产权投入、成果、运用、管理和保护活动四方面的指标,较为全面和科学,且符合我国知识产权制度运行的实际,具有可操作性。然后通过专家调查、数量分析等实证手段对该体系进行修正,再利用层次分析法确定评价指标的权重,构建综合评价数学模型。最后,从实际应用出发,长(沙)株(洲)(湘)潭城市群国家综合配套改革试验区为例做实证研究。提出了提高知识产权制度运行绩效,促进区域竞争力提升的系列政策建议。这些政策建议以案例和数据分析为依据,具有针对性和实际参考意义。更多还原

【Abstract】 National comprehensive complement reform test is an important measure of China reform and development at new era, which is caused common concern by the scholars on economics, sociology, management science and information science and other fields. In the process of the exploration of comprehensive reform, reform performance evaluation is an unavoidable issue of any test area. The thesis seize the series of evaluation problem of measure, using of knowledge of information science, statistics and other professional knowledge, and from the perspective of intellectual property rights to build a set of scientific, rational and practical intellectual property comprehensive evaluation system. And it can provide an important reference for our country to assess the reform perfermance of National comprehensive complement reform test.In a wide range of literature research and practical research, The thesis constructed national comprehensive complement reform test intellectual property comprehensive evaluation indexes system. This indexes system includes indexes representing Intellectual Property investment, application, achievement, administration and Protection. It is tailored according to Intellectual Property development and protection Practice in China. The evaluation system has maneuverability, and it is scientific and objective.And then, the theory model was amended by quantitative analysis and professional survey, and, we determined weights of evaluation with analytic hierarchy process(AHP) and Delphi, then building a comprehensive evaluation mathematical model. Finally, we take the Chang (sha) Zhu (zhou) (xiang) Tan City Group national comprehensive complement reform test as an example to do an Empirical research. And we put forwords a series of policy suggestion, which are of high Pertinence and Practicability.更多还原
