资源型县域经济的可持续发展研究

【摘要】 宜章县是一个山区县,也是一个省级贫困县。随着我国市场经济的进一步发展,“壮大县域经济”、“可持续发展”的提出,县域经济尤其是资源型县域经济的可持续发展受到了前所未有的重视和关注。宜章县域经济是典型的煤炭资源型县域经济,长期以来,煤炭产业对宜章县的国民经济和社会发展做出了重大贡献,但县域经济的可持续发展问题也伴随而来。首先,通过大量的实地调查、走访,获得了大量的一手资料,充分了解了宜章县发展的现状。在系统研究可持续发展理论和可持续发展评价的基础之上,构建了宜章县域可持续发展评价的指标体系,并采用模糊综合评价法对宜章县域的可持续发展做了研究,得出了宜章县域可持续发展水平较低的结果。主要原因是宜章县产业结构畸形、体制束缚、资金短缺、环境恶化和人才匮乏等。然后,在借鉴国内外典型矿业城市或地区发展的经验后,运用可持续发展理论、产业结构升级等理论,提出了必须建立在政府宏观调控下的市场机制即资源开发补偿机制,选择煤炭业可持续发展模式以及产业结构调整与优化的模式,通过调整产业结构由单一向多元化、多层次转变,平稳发展煤炭产业和重点发展具有区域优势的现代农业、旅游业、小水电等非煤产业,实现宜章县域经济的可持续发展。最后,提出了宜章县域经济可持续发展的对策和措施。
【Abstract】 Yizhang county is a mountainous area and also a provincial poor county.With the further development of national market economy,and the proposal of "county economy grandness" and "sustainable development", the county economy,especially the sustainable development of resource-based county economy,is attached unprecedented recognition and attention.Yizhang county economy which is one of the typical resource-based county economy has made a great contribution to the development of national economy and society,but followed by the sustainable development problem of the county economy.At first,the author collects a lot of first-hand information through on-the-spot investigation.Based on the theory of sustainable development and sustainable development evaluation methods,we create the system evaluation index of sustainable development,and make an evaluation to the county sustainable development by comprehensive fuzzy evaluation method.Through the analysis,we found that the sustainable development level in Yizhang county is low,and the main reasons are malformation of the industrial structure,system restrictions,short of funds,environmental degradation,lack of talents and so on.Afterwards,referring to the experience of typical mineral-oriented city or area development both at home and abroad,using the theories of sustainable development and the industrial structure upgrade,Yizhang county must adopt the market mechanism under the government’s macro control,that is,coal resource development compensation mechanism,and selects the sustainable development mode of coal industry.By adjusting the industrial structure from a single structure to a diversified,multi-level, it must focus on the development of the coal industry and regional advantages of modern agriculture,tourism,small hydropower,and other non-coal industries,to achieve sustainable development in Yizhang county.Finally,it points out the sustainable development polices and measures of Yizhang county.
