【摘要】 随着我国国民经济的快速发展,中国工程咨询业从无到有,迅速发展起来。全国已有工程咨询单位约2万多家,从业人员200万人左右。工程咨询服务对每年几万亿甚至十几万亿元固定资产投资成功与否发挥着“四两拨千斤”的重要作用。但是,在发展过程中,工程咨询单位和行业面临着不少的问题。这些问题如不能得到及时地解决,不仅会影响工程咨询行业的健康可持续发展,还会影响国民经济的发展。本论文对行业协会如何借鉴国际经验推动中国工程咨询行业的发展进行了研究。研究过程中运用了文献综述、问卷调查、专家访谈、案例分析和与国际比较等方法。论文作者首先对国内有关的研究进行了综述,分析了有关研究成果,并提出其研究尚没有解决的问题;随后,设计了针对工程咨询单位、行业和行业协会现状和问题的问卷,并对有关工程咨询单位、专家和从业人员进行了问卷调查,运用统计学方法分析了所收回的154份问卷的结果,并对业界有关专家进行了访谈,找出企业、行业和行业协会存在的突出问题。然后,本论文研究了国际咨询工程师联合会和美国工程公司协会这两个具有代表性的行业协会,从行业协会的视角,研究它们领导行业,维护行业利益,促进行业健康发展的经验。最后,基于上述分析,本论文指出行业协会在推动中国工程咨询行业发展中大有可为,但行业协会首先要加强自身建设。论文以中国工程咨询协会为例,与国际几家知名行业协会进行了对比分析,并提出了具体建议:增加会员数量,提高行业代表性;提高会费标准,增加协会收入;提高协会工作人员的素质和管理服务的水平。之后,论文再次与国外协会进行对比分析,从行业协会视角,提出了行业协会促进中国工程咨询业发展的对策与建议:宣传工程咨询行业、提升行业社会认知度和咨询工程师的形象,推动工程咨询行业的相关立法、推动制定扶持工程咨询行业发展的优惠政策,推动咨询工程师职业责任保险体系的建设,加强行业培训和开展热点问题研究,推动中国工程咨询行业的健康可持续发展。更多还原

【Abstract】 Along with the high-speed development of China’s national economy in recent years, China consulting engineering industry representing 20,000 firms and 2 million employees, emerged as one of the fastest developing professions. The profession has played a vital role to ensure the success of the fix-asset investment with annual value over thousand or 10 thousand billion RMB. However, during the development, the engineering consulting firms and the industry encountered many problems. If these problems cannot be solved duly, they will not only seriously affects healthy and sustainable development of the engineering consulting industry of China, but also have adverse effects on the national economy.This paper studied the capacity building of engineering consulting industry by introducing international best business practices from the view of a trade association. In the study, documentation review research, surveys and case studies, comparison and interviews of experts were used. Firstly, the paper summarized the studies on relevant issues, and made an analysis and pointed out the areas, which they did not cover. Secondly, a survey of questionnaires on current status and problems of the engineering consulting firms and trade associations was dismissed among firms, experts and consulting engineers. 154 feedbacks were received. These feedbacks were summarized and analyzed, together with expert interviews, to find out the outstanding problems of the engineering consulting firms, industry and association.Thirdly, two case studies on two leading associations: FIDIC (International Federation of Consulting Engineers) and ACEC (American Council of Engineering Companies), were conducted to summarized their best practice in leading, promoting sustainable development and protecting of the interest of the engineering consulting profession.Finally, based upon the above analysis and study, the paper brought out the trade association could play its important role in promoting the development of China’s engineering consulting industry. Through comparative analysis, this paper, taking CNAEC (China National Association of Engineering Consultants) as an example, brought out some recommendations and suggestions on capacity building of the association itself, such as increasing representation of the industry, number of member firms, membership subscription, qualification of the staffs of the association, and level of management. An comparison was make among FIDIC, ACEC and CNAEC to seek for the recommendations and suggestions for promoting China’s engineering consulting industry: increasing the social recognition of the industry and image of consulting engineers by advocacy, promoting the beneficial policies, such as tax cut to the industry, promoting the establishment of the professional liability insurance system, strengthening training and studies on hot issues of the industry, in order to promote healthy and sustainable development of the engineering consulting industry of China.更多还原
