【摘要】 施工招标与评标是指工程建设单位(业主)通过标有“标的”招标文件,公开地或者有选择地邀请数家投标人对其承包工程项目进行报价,并编写相应的施工组织设计,在规定的日期内开标后经过评价比较,择优确定工程承包人的全过程。公路工程施工招标一般分:招标准备、资格预审、售招标文件、开标、评标、决标和签约等六个阶段,其中招标准备工作、招标文件编制、资格预审、预审文件编制工作、招标工作及评标方法是施工招标与评标工作的关键内容,也是一项系统的复杂工程,是决定招标工作成败的关键。在经过十多年的推行,工程招标目前已经成为我国建设行业一项最基本的制度。招投标有形市场的建立和完善,是我国基本建设由传统的计划经济走向市场经济的一条法制途径。在招标中通过市场这只无形的手来确保国家和投资者的经济利益。迫切需要一套科学的评判方法和标准,既要缩短建设程序过程的转换周期,又可以保证招标的工作质量。选择注重信誉、信守合同、保证质量、控制好建设投资的从业单位,并使从事工程建设、设计施工、管理、监理、审批部门的相关人员,依法行使职权,杜绝腐败现象,有必要对以往工作实践中的不足加以研究和改进。推陈出新,从制度和监督上铲除一切滋生腐败的土壤,进而建立公平、公正、公开的建设管理机制。论文分析了国内公路建设项目评标要求与程序,对评标方法进行了对比分析,提出了改进措施,研究了无标底招标风险、合理低价标的原理与方法和技术标的评标方法。提出了无标底招标风险的防范措施及基于现代多元目标综合评价理论的模糊综合评判和层次分析评标模型,给出了评价方法。更多还原

【Abstract】 The public bidding invitation and bidding assessment for a construction is the process that an investor invites several bidders with bidding invitation documents publicly or selectively to bid and offer corresponding organization for the specific construction project, and makes contract with the competent bidder within stated time by a-ssessing the bids.The bidding invitation for highway construction is usually divided in-tosix phases: preparation, bidder qualification prejudication, invitation document sellin g,bidding opening, bidding assessment, bidding determination and contract making. In these phases, the preparation & bidding document compilation, bidder qualification prejudication & prejudication document compilation and bidding invitation & biddiong assessment are significant for this case and also a complex project, which determine whether the process will be succeed. With the effort to promote this process over a decade, projects bidding invitation has become a foundational principle in domestic c-onstruction industry. The establishment and development of bidding invitation is a leg alway to make domestic foundation construction changed from planned economy to market economy. The country and investor’s profit could be ensured by the market regulation in the bidding invitation process. A series of rational assessment and criterion are needed to abbreviate the conversion period of construction process and also guarantee the quality of bidding invitation. The contracted corporation should be reliable, qualified and competent for construction investing, and the staff for design, const ruction, management, quality control and judging must use their authority according to the rules to eliminate the corruption. The defects in the former practice should be corrected. The environment for corruption should be eliminated by the improvement of system and supervision, which will promote the construction management to become open and fair.更多还原
