宁波地区城市化与财政政策研究

【摘要】 我国自改革开放以来才真正进入城市化进程,近十几年来城市化发展有不断加快的趋势。对于现代社会来讲,城市化发展水平不仅仅体现在城镇人口占总人口比重即城市化率的提高,而且反映在城市化的质量上,如经济发展水平、城市公共设施建设的发达程度以及社会公平与保障等方面。影响城市化发展水平的因素多种多样,目前关于城市发展有一类观点:政府主导型,认为政府行为在其中发挥着十分重要的作用,而政府主要通过财政政策这一手段起到引导作用。财政政策是否起到了这样的作用,本文以宁波地区城市化为研究对象,考察了财政政策对本地区城市化发展的影响,证实了财政政策在实现其职能过程中对城市化在经济发展、城市公共基础设施建设和社会公平与保障方面发挥了积极的作用,为将来政府制定相关的政策促进城市化进程持续稳定高质量的发展奠定了理论基础。西方理论界认为在的经济稳定和调控、收入分配方面,地方公共财政难以发挥作用,而本文同时证实了,由于我国的独特国情,因此在这两个方面,地方财政政策依旧可以发挥不小的作用。本文证实了宁波地区GDP与财政收入的高度相关性,并建立了一个简单的回归方程以说明两者之间的数量关系,为预测经济发展趋势及制定应对的政策提供了参考。更多还原

【Abstract】 China entered the urbanization process since after reform and opening-up, the urbanization development trended to accelerate in the last decade. For modern society, the level of urbanization is not only reflected in the urban population proportion increased, but also reflected in the quality of the urbanization, such as the level of economic, construction of public facilities as well as social justice and protection. There are a variety of factors in the level of development, some people have the point: the government act a very important role through the fiscal policy.The text examinated the effection of the fiscal policies in region based on the Ningbo statistical data, confirmed the positive influence in urbanization process at economic development ,urban public infrastructure construction and social equity and protection, and this conclusion give the theoretical foundation for the future development of sustained and steady urbanization process by which the government policies promoted. Western theorists believe that the local government is difficult to impact the economic stability and income distribution, but the text confirmed that our local fiscal policies can exert in those aspect because of the particular situation of china.The text also confirmed the highly relevant between the Ningbo’s GDP and fiscal revenues, and set up a simple regression equation to explain the relationship of them, so it give the reference for the prediction of economic trends and policies formulation.更多还原
