电厂一次调频性能评价新指标的研究

【摘要】 电力系统频率性能是电力系统主要评价指标之一,维持系统频率稳定对用户端和发电端设备具有重要意义。正常运行时电力系统的频率应保持在50±0.2Hz范围内,电网频率若超出该范围将对用户端和发电端设备产生不利影响,例如使异步电动机超过或低于额定转速,从而对设备或产品造成不利影响。先前,由于采用相对落后的A标准和联络线控制模式,为了遵守A标准而避免功率反调和控制无意交换电量避免被罚款,各控制区域对本区域内发电厂的一次调节性能不很关注,也没有相应的评价标准和管理规定,甚至出于自身利益的考虑允许发电厂将其一次调节功能予以闭锁。CPS标准的实施,联络线控制模式采用先进的TBC模式,一次调节性能成为影响各控制区域评价指标好坏的因素之一。各控制区域对本区域内电厂一次调节能力开始关注,其调节性能的评价研究成为热点。前期工作提出了一种新的评价指标。该指标依据电网频率和电厂功率这两个随机变量之间的相关系数来定量分析调节是否对频率的恢复有利。这个新的考核指标有如下的特点:第一,这是一种基于概率的用长期的实时数据累计反映机组一次调频能力的指标;第二,它能正确反映发电机组的一次调频投切状态及调节能力。通过matlab仿真表明,前期工作所提出的新指标对发电机组的各项指标是有效的,然而前期工作所提出的新指标尚有数个问题需要解决。本文着重解决其中的均值时间长度问题和机组一次功率的获取问题。其中关于机组一次功率的获取由于机组在执行二次调节时是一二次联合动作的,而且最终的动作执行者同为汽轮机的进气阀门(火电机组的情况),故一直是一个较难解决的问题。本文主要从机组二次调解的目标曲线出发,并做出适当调整,得到所需的一次功率。在指标的均值时间长度方面主要是针对功率和频率采样时间、频率的传输延时和SCADA系统的坏数据这三方面的影响,综合设定一个较为合理的时间长度。
【Abstract】 Power grid frequency performance is one of the major indexes in the power grid, sustaining the whole power grid frequency stable makes important sense. when routine work, the frequency should be sustain in the stretch of 50±0.2Hz.if the frequency of the power grid bias out of the scale, the client and the host equipments may be damaged, for example it may cause the engine exceed or below is normal rotation speed.Previously, cause adopting relatively undeveloped A standard and contact line control model, to comply A standard avoiding power inverse regulation and accidental exchange fine. Every control area usually ignores the plants’ primary frequency regulation, and there are no standard and stipulation. Even out of there own interest locking the function of the primary frequency regulation. As the implement of the CPS standard, the contact line control model begins to adopt the advanced TBC model. The performance of the primary frequency regulation. Every control areas begin to emphasis on the primary frequency regulation performance of the plant in it. The research of the indexes of the plants’ primary frequency regulation performance begins to hot pots.In the previous work, a new criterion has been depicted. The criterion depends on the relative scale of the functions of the frequency of the power grid and the power generated by the specific power plant to judge if the act of the plants benefits the recover of the frequency of the power grid. New criterion has two characters. First, this criterion is a index basing on the long term accumulated primary frequency regulation performance data; second, it can reflect accurately the status of the power units and the power units’ regulation capacity.The simulation by matlab indicated that the new indexes created by the paper is effective. Still, to put the index into reality needs to solve several problems. Which is a arduous cause in the procedure of an AGC unit execute an secondary regulation actually the primary and the secondary regulation execute combined and the final executer of the act is the tap of the gas turbine(the fuel plant). These paper bases on the aimed curves of the secondary regulation of the units, with some regulation, pursue a method to get the power of the primary regulation. On the aspect of the determination of the mean time, this paper emphasize on the sample time of the power and the frequency, delay of the frequency and the bad date of SCADA system finally to determine a appropriate value.
