HX公司保险公估风险数据库开发项目计划与控制研究

【摘要】 随着中国经济的高速发展,中国的保险公估行业也得到较快发展,保险公估企业业务规模逐步扩大,主体不断增加。保险公估企业在发展过程中逐渐树立了自己的服务品牌,赢得了保险公司和被保险人的认可,发挥出了保险公估企业特有的职能作用,取得了较好的经营业绩。在走过几年的“外延”式发展道路之后,一些公估企业开始探索“内涵”式发展模式。建立公估企业风险数据库是公估企业业务“内涵”式发展的“必经之路”,风险数据库的建立不仅是其在未来市场中竞争与生存的基础,也是公司树立品牌、提高服务效益和服务质量、增强企业核心竞争力、谋求更大发展的必要手段。本课题源于HX公司的风险数据库开发项目。该公司于2007年初就着手风险数据库项目开发的前期调研与可行性研究工作,通过对其他公估企业风险数据库开发情况的调查了解,总结其他企业的成功经验与教训。经调查了解,众多风险数据库开发项目的失败,其根本原因在于计划与控制两个环节出现问题,对项目进行有效的计划与控制是此次风险数据库开发项目关键,关系到开发项目的成败。公司为风险数据库项目的开发进行了充分的准备,制定了多项保障措施,确保项目的顺利实施,同时,在项目开发的设计与控制环节中,结合保险公估企业的特点,对风险数据库开发项目导入项目管理的思想和方法,将项目管理理论应用于开发实践之中。论文共分5章,第1章是论文的绪论部分,这一部分主要是介绍论文的写作背景和意义;国内外保险公估风险数据库项目管理研究现状;论文的研究思路和主要方法;论文创新之处。第2章是相关理论研究综述,其中包括项目管理、控制论、保险公估风险数据库开发等相关理论的描述,是本论文及项目实践的理论基础。第3章为风险数据库开发项目启动的准备,对承担项目企业及风险数据库基本情况进行简介,介绍风险数据库开发项目在组织、授权、人力资源及项目资金等保证措施的安排。第4章应用WBS方法进行工作分解结构,细化工作内容,分解阶段性目标,并对项目的时间和成本进行了估算。在项目计划的制定上,通过网络图寻找项目的关键路径、优化项目工期并制定出项目的进度计划,为实施项目计划的控制打下基础。第5章分两部分,第一部分从项目的进度、成本、质量三方面,通过表格法跟踪、里程碑管理法、挣值分析法对风险数据库开发项目实施控制。表格法跟踪在形式上简单,操作方便,对项目各个阶段出现的问题便于及时发现、及时处理:里程碑管理法突出了项目控制的关键环节;挣值分析法通过对成本进度的评估,预测项目的结果,这对确保项目的成功是至关重要的。第二部分为项目开发过程的阶段性成果的分析,通过对项目的取得经验总结,为企业推广应用项目管理奠定基础。在风险数据库开发项目中,建立了矩阵式项目组织,通过对项目组的充分授权、建立项目奖励机制,使项目团队的积极性得到充分的发挥,应用计划与控制的项目管理方法,优化了工作流程,使项目的工期、成本得到有效控制,确保了项目的顺利进行。自2007年8月20风险数据库开发项目启动以来,项目管理方法的运用,保障措施的实施,对于项目开发的积极作用正日益显现。目前,风险数据库开发工作已顺利进入到集成测试阶段,通过合理安排项目进度并对项目成本加以有效控制,企业完全可以在2008年3月底前如期完成对风险数据库项目的开发工作。企业在风险数据库开发项目取得了阶段性成果,在企业应用项目管理进行风险数据库开发过程中,建立了较为完善的管理模式,积累了宝贵的经验,企业在今后对项目管理的推广应用过程中将逐步深入与完善,使其更加科学化、系统化,从而提升企业整体的管理水平,增强企业的综合实力。
【Abstract】 Along with the high-speed development of Chinese economy, Insurance Surveyous&Loss Adjusters industry got quick development in China these years. Business scale of Insurance Surveyous&Loss Adjusters, with its ever increasing power, extended gradually. Insurance Surveyous&Loss Adjusters set up their own service brand gradually, winning the approbation of insurance company and policy holder, developing specific service function, and obtaining a better achievement. Several years later, after the "postpone outside" type, some Insurance Surveyous&Loss Adjusters go on a quest for depending on the development mode of "content" type. Establishing risk database is a "necessary route" for "content" type of development model. Establishment of the risk database is not only the foundation of existence and competition in the future, but also the necessary means of setting up brand, raising service quality, presenting strong core competencies and seeking larger development.This topic comes from the development of the risk database of H.X. Co.,Ltd. The feasibility investigation of the database, including researching of database development in other Insurance Surveyous&Loss Adjusters, collecting experiences and learning lessons, begins from early 2007. From the investigation, we find out the result of failure development are Plan and Control, which are the two most important keys of database building. In order to develop the database successfully, H.X. Co.,Ltd. puts more efforts in preparing and establishes several guarantee methods. Meanwhile, in the phase of Plan and Control, combining the property of Surveyous&Loss, H.X. Co.,Ltd. puts the theories and methods of the project management into the database development item.This thesis is divided into five chapters. Chapter I is the introduction, which mainly describes the background and significance of this thesis, risk database development in foreign countries, present work focuses and methods. Chapter II introduces the relative theories and methods on this project, including theories of Project Management, Control and database development. Chapter III is the discussion about how to prepare the project, including working decomposition structure, management method for performance of the project development assess of time and cost, guarantee methods of organizing, authorization, human resources and project budget. Chapter IV discusses decomposing structure under WBS, refining working content, analyzing phase object and evaluating of cost. In order to making a precise plan, we find out project key route through network drawing and optimize project schedule. Chapter V is divided into two parts. One part discusses the control procedure, cost and quality of the project, mainly by the methods like form mode, milestone controlling, earning value analysis. Form mode is operation-friendly, convenient of discover and dealing with problems. The focus of milestone controlling lies in key phase of project control. Earning value analysis, throughout cost evaluating and result forecast, is an important factor of success. The other part of Chapter Vanalyses procedure results, learning lessons and experiences.The development of the risk database have build a matrix organization; exerts enthusiasm, based on sufficient authorization, encouragement and reward; have optimized project process by efficient control to timing, cost by means of project management in plan and control; have ensured that the project is smoothly in progress.Since it takes advantage of project management and guarantee methods, the risk database is carried out successfully from the beginning in 20, Aug, 2007. Now it is in the integration tests phase, and will be finished in March 2008, if the schedule and cost are under control as it is planned. We’ve made phasic progress and accumulated experiences, especially in establishing an efficiency management model. The risk database will be improved in application in order to enhance management skill and core competencies of the company.
