【摘要】 吸引资金进入是目前我国各地区发展经济的一种重要手段,其作为支撑经济成长与发展的关键活动并不是孤立存在的。它既是投资主体方开拓市场、获取经济利益的重要手段,又是投资受体方寻求地区经济发展的重要途径,尤其对于引资方而言,引资不仅增加了地区资本投入,弥补了资金缺口,而且带来了先进的技术和管理经验,促进了区域经济结构的优化,成为推动区域经济发展的重要力量;而投资环境的优劣又是影响各地区吸引资金多少的重要因素,同时在经济全球化和实施西部大开发的背景下,国内区域经济竞争更趋激烈,因此,投资环境问题就成为一个关注焦点。一国或地区的投资环境是一个宠大的复杂动态系统,它涉及有形的自然资源与自然条件等,也包括着所有无形的观念形态、民俗民风、情报信息等等。既有与人类生产、生活有影响的“硬”投资环境要素,也有“软”投资环境要素,既有产业、行业投资环境要素,也有区域投资环境要素。投资环境研究是一门以国际投资学、区域经济学等学科为理论的新兴学科。在我国,投资环境的概念是随着改革开放的不断深入出现的一个新的经济范畴,对它的认识和研究均处在创建和起步的阶段。本文在设定总体投资环境的评价指标体系的时候,把影响一个地区投资环境的因素分为三大类:自然环境、经济环境和社会环境,并分析影响这些三类因素投资环境的具体方面,结合统计资料来建立一个可以较为全面反映一个地区投资环境现状的指标体系。考虑到统计分析的要求,本文首先选取了19个指标进行投资环境的分析。然后采用加权因子DEA模型,选取了具有代表性的16个省市区,对我国的投资环境进行了评价和分析,结果表明我国现有的投资环境整体上各地区的发展水平参差不齐,存在较大差异。为此,我国需要加大基础设施建设、健全市场体系和法律法规制度,加快投资环境建设和完善。论文主要包括如下几方面:1.论述论文的研究背景。2.介绍投资环境的经济理论以及关于投资环境方面的研究现状。3.介绍加权因子分析法和数据包络分析(DEA)方法的模型及其理论发展进程。然后介绍了加权因子DEA数学模型以及它运用在我国投资环境评价上的合理性。4.科学的建立了评价我国投资环境的指标体系。通过加权因子DEA方法建立我国的投资环境有效性评价的模型,求解并分析结果。5.提出了改善我国投资环境的建议和对策。更多还原

【Abstract】 The influx of capital is one of the most important means for economic development of different regions in china. It’s the key activity of economic progress which is not isolated. It’s not only an important way to exploit market and gain economic interest for investors but also an important way to develop regional economic for capital acceptors. Especially for capital acceptors, the influx of capital not only has increased capital inflow, made up scarcity of capital, but also has become an important power to promote regional economic d evelopment. However, investment environment is an important factor that influence the number of capital inflow. Under the background of economic globalization and western development, regional economic competition in our country is becoming more and more severe gradually. Therefore, investment climate has become a focus of attention.The country’s or region’s investment environment is a huge ,complicated and dynamic system. It involves the visible nature resources and nature term etc, also include all invisible ideas, people’s customs, information etc. The combination of a country or regions’ objective factors of investment environmental and the investment corpus motive is important factor to influent FDI. The research of Investment Environment is a new subject based on International Investment and Regional Economics. In China, the new conception is gradually embedded with the procedure of open and reformation ,and the research is still in its very beginning stage.When setting the overall investment environment in the evaluation index system, this paper divides the impact of a region’s investment environment factors into three categories: natural environment,economic and social environment, and after analyzing the factors affecting these three specific aspects of the investment environment, with statistical information ,this paper establishes a more comprehensive evaluation index system that reflects the status in quo of a region’s investment environment indicators. Taking into account the requirements of statistical analysis, the paper has selected 19 indicators of the investment environment analysis. with the weighted factor analysis -DEA method, this paper selects a representative of the 16 provinces, municipalities to evaluate and analyse China’s investment environment .the results showed that China’s current investment environment as a whole, are different between regions. So China needs to intensify the building of infrastructure, and system of laws and regulations so as to speed up construction and improve the investment environment.The Paper mainly includes the following aspects: 1. discussing the research Background of the thesis 2. Introducing the status quo of the investment environment of economic theory and the investment environment 3. Introducing the development process of the weighted factor analysis and data envelopment analysis (DEA) model. Then, introducing it is reasonable that a weighted factor analysis Data Envelopment Analysis (DEA) and its mathematical model used in the evaluation of the investment environment in China 4. Establishing scientific evaluation Index System of the investment environment in China. With the weighted factor analysis Data Envelopment Analysis (DEA) approach ,this paper establishes China’s investment environment effectiveness evaluation model, and analysis solution. 5.
