【摘要】 党内法规制度建设是党的建设的重要组成部分,贯穿于党的建设的始终。党的建设是一项伟大的工程,它包括思想建设、组织建设、作风建设和制度建设,它们相互依存,相互渗透,形成了一个统一的有机整体。党的法规制度建设是党的其它建设的基础和依托,只有党内法规制度建设搞好了,才能使党的思想建设、组织建设、作风建设得到贯彻和落实。当今世界任何政党的有效发展都离不开一套成熟的法规制度。法规制度是一个政党能够有效发展的重要支撑,是衡量一个政党是否成熟的重要标志,同时也是政党现代化的必然要求。在全面贯彻落实科学发展观以及构建社会主义和谐社会的过程中,在走中国特色社会主义道路的时代背景下,深入研究中国共产党党内法规对于依法治党,更好地推进党的建设的伟大工程,加强党的执政能力、完善党的领导方式、巩固党的执政地位、永葆党员先进性具有十分重要的意义。本文从新时期三十年中国共产党党内法规制度的发展对经济社会发展、党的执政能力的重要意义出发,对党内法规制度的发展轨迹进行梳理,通过划分三个时期,总结每个时期党内法规制度发展的特点并把握党内法规制度的发展特征,进而在总结的基础上进一步阐明新时期三十年党内法规制度的发展成就和不足。最后,在前文总结的基础上,立足于新时期党情以及党内法规制度建设的现状和发展脉络,提出进一步完善党内法规制度的几点建议。本文主要包括五个部分:绪论部分:对本文研究的时代背景、研究意义、研究现状和研究方法作简要叙述。第一章主要是对党內法规制度的内涵和特征进行概括,总结了新时期党内法规制度建设对于提高党的执政能力、完善党的领导方式、健全社会主义市场经济、保障社会主义法制的重要作用。第二章对新时期三十年党内法规制度建设划分为三个时期进行梳理,分别梳理了邓小平、江泽民、胡锦涛三个时期党内法规制度建设的状况和特征,阐述了新时期三十年党内法规制度建设的发展脉络和轨迹。第三章在第二章对党内法规制度梳理的基础上,对新时期三十年党内法规制度建设成就和存在的问题进行进一步阐述。这为深入认识党内法规制度建设的状况和进一步完善党内法规制度提供了基础。第四章是整篇文章的落脚点,文中立足于三十年党内法规制度建设的现状和发展趋势,党内法规制度体系、党内监督、先进性三个视角提出了一些加强党内法规制度建设的意见。更多还原
