中国工业部门生产率变化与要素配置效应
Total Factor Productivity Change and the Factor Allocation Effects in China’s Industrious Sector

【摘要】 本文使用随机前沿的方法,对1993-2006年中国全部二位数工业子行业的全要素生产率(TFP)的增长进行了重新估算和分解。我们发现:(1)由随机前沿的方法估计出来的工业部门的全要素生产率的增长率明显低于现有的研究:(2)我们将工业行业的全要素生产率进一步分解之后发现,只有技术进步(TC)是持续改善的贡献因子;(3)资本和劳动要素配置效应的变化(AEC)明显受到宏观经济周期的影响。尤其是在1990年代后期国有部门的战略重组之后,工业部门的劳动配置的扭曲主要为资本的持续扩张和就业负增长所致。
【Abstract】 In this paper, the stochastic frontier approach is manipulated to re-estimate the growth of total factor productivity (TFP) using the dataset of China’s two-digit industrial sectors over the period 1993-200. The main findings of this paper include: (1) the growth rate of TFP estimated using the stochastic frontier approach is much lower than that of growth accounting literature; (2) after decomposing the growth rates of China’s industrial TFP, we find that the technical change (TC) is the only factor that exerts lasting positive effects on the growth rate of TFP; (3) the change in factor allocation efficiency (AEC), which is a contributing factor to the growth of TFP, is found to be largely influenced by the Chinese business cycle. For the post-1990 period, for instance, the distortion in labor allocation can be accounted for by the rapid expansion of capital and the negative growth of labor inputs.
