【摘要】 作为人口大国,粮食安全对于我国有着特殊的意义,保障粮食安全对于我国而言,既是经济问题,也是一个政治问题。粮食主产区对于保障我国粮食安全有着突出重要的贡献。粮食主产区的粮食生产是保障粮食安全的根本出路。而粮食主产区除保障粮食安全即保障国家整体利益外,还担负着发展区域经济即保障区域自身利益的职能。本文基于粮食主产区保障粮食安全和发展区域经济二者之间的矛盾统一关系展开研究,深入分析粮食安全对于粮食主产区经济发展的影响。提出在粮食安全的“政策性”要求的影响下(如粮食输出导致区域利益外流、发展农业比较利益偏低、投入粮食生产导致其它产业投入减少等),迫使粮食主产区在区域经济发展中遭受不公平的待遇,给其经济发展造成困难。文中比较分析我国粮食主产区中经济发达区域、中游发展水平区域以及发展落后区域的经济发展现状,从中找出粮食主产区经济发展存在的问题,并针对这些问题提出了相应的解决建议。一方面,国家应对粮食主产区经济发展给予特殊支持,给予粮食主产区与其它区域相对公平的经济发展环境,另一方面,粮食主产区地方政府应处理好保障粮食安全与发展地方经济的关系,采取适当措施在保障粮食安全前提下促进地方经济发展。从而找出在粮食安全背景下促进粮食主产区经济发展的有效途径。更多还原

【Abstract】 As a country with large population,food safety is the special significance of China,to protect grain security for China is an economic problem,also is a political issue. The major grain producing areas have a very important contribution to protect ing food safety of China. The grain-production of the major grain producing areas is the basic outlet of ensuring the food safety.The major grain producing areas not only shoulder to develop regional economy,have the function to protect regional self benefits execpt to protect food safety but also to protect the benefits of the whole country.This article is in the view of the relation between conflicting and unified of the major grain producing areas to protect grain security and to develop regional economy,to go deep into analyzing the influence of grain security to the economic development of the major grain producing areas.It proposes under the influence of grain security“the policy”required, such as the grain outputs lead to the fact that regional interests outflow, developing agriculture’s comparative interests is on the low side, investing grain-production causes other industries to reduce etc.They compel the major grain producing areas to suffer unfair development treatment in regional economic development,and cause the difficulty to the economic development.To compare the present situation of economic development of the developed economy areas,the middling development areas and the undeveloped areas in the major grain producing areas,as to find the problem of the economic development of the major grain producing areas.And to bring up corresponding suggestion to be directed against to solve the problem.on one hand, the special support that the country should offer to the economic development of the major grain producing areas,and a fair economic development environment of comparing with other areas for the major grain producing areas, on the other hand, the local governments of the major grain producing areas should handle and ensure the grain security and develop the relation of local economy well, take the adequate measure to bring about an advance in local economy on the premise of ensuring the grain security.As a result to find the effective way of advancing economic development of major grain producing areas under the background of the grain security.更多还原
