【摘要】 在经济全球化背景下,在地区社会经济和城市化高速发展的今天,城市中人口和经济社会活动过度密集给城市的运行造成巨大压力,即有的城市结构会成为城市发展的束缚。缓解老城的人口增长压力,拓展新的城市发展空间,优化城市结构,提升城市的综合竞争能力已成为目前城市规划和建设中的关键问题。城市作为经济个体,相互间的竞争愈演愈烈。国内外许多大城市采取建设“新区”的模式来拓展原有的城市空间,向外转移产业和人口。近几年来,我国大城市中“新区”的规划和建设也在不断升温,城市发展中所面临的问题和矛盾也不断增加,其中许多问题关系到新区和整个城市地区的良性发展。特别是在政府全面转变发展理念,从单一的经济增长观向科学发展观转变时期,如何在统筹城乡关系、区域关系、人地关系和社会经济与空间关系中来整合当前零散、混杂、盲目扩张的新城空间;如何以科学的眼光来看待我国当前的新城建设进程,以科学的理论指导它,从而探索出一条科学的、先进的新城发展模式,已成为当前城市发展决策者和城市规划工作者正在探求的热点问题。本文通过对铁岭市凡河新城区建设的背景、建设的必要性等方面进行分析,同时借鉴国内外城市新区建设的实践经验,从规划理念、开发模式、发展策略、健康发展途径等方面对凡河新城区发展进行研究探索。以便为凡河新城区的建设提供一些必要的有益的参考,力求使凡河新城区在铁岭城市化与工业化快速发展的进程中,充分发挥其带动作用,使其真正成为铁岭经济社会发展实现历史性跨越的“助推器”。更多还原

【Abstract】 Today under the background of economic globalization and high development of regional society and economy and urban,the excessive population and social economic activities in the urban have a huge pressure on the normal operations of urban,that is,some urban structures will be the restriction to their urban development. Therefore,relieving the pressure of population growing of the old urban district, expanding the new urban growing space, optimizing the urban structure, and upgrading the comprehensive competitiveness of the urban have been the key issues in the urban planning and urban construction now.As the economic individuals, the competitions among the urbans are becoming intensified. Many big cities at home and abroad take use of constructing new urban districts to expand their original urban areas and transfer their urbans’industries and population. In recent years, more and more new urban districts in big cities of China have being planned and constructed and the problems and contradictions induced by the urban development are also increasing. Therein many problems are related to the benign developments between the new urban districts and the whole city. Especially in the transition period of the governments changing the urban development ideas, that is, changing from single economic development to scientific development,how to integrate these new urban districts of the scattered,mixed,aimless expansion,how to treat the new urban districts construction of our country reasonably,and how to find a kind of scientific,advanced mode of new urban district development, these have been the present hot issues cared about by the deciders and planners in the urban planning and developing.This paper analyzes the construction background,necessity and other aspects of the new urban district of Fanhe of Tieling. Simultaneously referring to the experiences of the urban district construction at home and abroad, from planning concept , developing mode, developing strategy,healthy development and other aspects,the development of the new urban district of Fanhe has been studied, in order to provide some necessary, helpful references for the construction of Fanhe new urban district, and in the process of rapid development of urbanization and industrialization, give full play to its driving effect, and make it become the real the historic leap "booster" which can boost Tieling economic and social development.更多还原
