【摘要】 随着改革的深入,中国政府逐渐意识到改善民生才是最大的政绩。锦涛总书记在党的十七大报告上向十几亿人民作出了庄严的政治承诺:“努力使全体人民学有所教、劳有所得、病有所医、老有所养、住有所居、推动建设和谐社会。”温家宝总理的《政府工作报告》突出体现了政府职能已由追求经济增长转向解决民生问题,从而实现由增长型政府向公共服务型政府即民生型政府的转型。改革开放以来,中国从计划经济向市场经济过度,东北老工业基地发展的弊端显露,经济地位迅速下降,出现所谓的“东北现象”,经济重心南移。我国振兴东北老工业基地战略实施后,东北地区逐步度过阵痛开始焕发生机,经济快速发展,综合实力显著提高,正在走向全面振兴。但此时应该看到该区遗留的历史包袱沉重,下岗洪流等问题还没有完全解决,医疗改革、食品药品安全、收入分配、环境保护、住房问题、教育公平、社会保险民生问题等凸显。这也逐渐成为其制约东北地区迅速发展的瓶颈,所以求得大的发展更应该注重改善民生。新发展观要求以追求人类发展为目标,新的发展战略是以“人”为中心的发展战略,发展的宗旨仍然是要以富民为本。东北老工业地区应在新的发展观的指导下,推进东北地区社会经济的整体发展水平,全面建设小康社会,投资于人民,为人民谋福利,增加工作岗位,提高人民收入,保持社会稳定即解决民生,进而为基本实现现代化奠定良好的基础。本文通过紧紧围绕民生问题展开论述,本着发现问题、研究问题、解决问题的思路,运用了比较分析、综合分析等研究方法。首先阐述了民生的内涵和伦理价值并指出改善民生是政府的主要职责所在,是国家稳定、社会和谐所必需。然后以长春为例从教育、就业、医疗、社会保障等关系人民切身利益之处分析了老工业基地的民生现状,存在的问题和原因,最后从思想上、实践中及制度性建设等方面对症下药,全面论述了民生问题的解决途径。更多还原

【Abstract】 With the development of reformation,the Chinese Government begin to realize that improving people’s livelihood is the biggest achievement.At the 17^th Party’s report General Secretary Hu Jintao gave a solemn political commitment:there will be everyone’ education, labor income,medical services,a sense of security,and has house to live in the future and promote a harmonious society construction.Premier Wen Jiabao’s "Government Work Report" highlights the government’s functions that has transform the pursuit of economic growth to solve livelihood problems,In order to achieve changing the growth-oriented government to public service-oriented government that is the livelihood of the people-oriented government.Since reform and opening up,China has carried out a market economy,disadvantages of old industrial base highlights,Emergence of the so-called "Northeast Phenomenon".The revitalization of northeast China’s old industrial bases in the implementation of the strategy, the Northeast region began to radiate vitality.But we should learn that such as laid-off flood problems have not been fully resolved.Health care reform,food and drag safety,income distribution,environmental protection,housing,education,equity,social insurance,such as highlighting the people’s livelihood.This will also gradually become a bottleneck for Northeast rapidly developing.New concept of development regard the pursuit of human development as the goal but pursuit of GDP.The purpose of development is still enriching the people-centered,investing to the people,benefiting for the people,increasing jobs and improving people’s income,and maintaining social stability that is to solve the people’s livelihood and promoing the northeastern region of the overall development of socio-economic level,building a well-off society,and then lay a good foundation basically for modernization realization.The essay elabotate issues focusing closely on the people’s livelihood,By discovering, studying,and solving questions,applying comparative analysis and comprehensive analysis research methods.First of all,It fornulates the connotation of livelihood of the people and ethical values and pointes out that improving people’s livelihood are the Government’s main duty and It is necessery to the country’s stability,social harmony.Then take Changchun as an exemple,from education,employment,health care,social security and other vital interests of the relationship between the people analysis of the livelihood of the old industrial base pointing out existing problems and causes,and finally in the new development concept, elabotates solution to the problem of people’s livelihood from ideological,practice and institutional constract.更多还原
