战后日本的意识形态外交

【摘要】 明治维新以后,日本举国逐渐形成了对欧美列强的崇敬心态和趋势。在学习西方的科学文化的同时,日本在政治制度上不断向西方靠近,形成了与其传统封建思想相结合的资本主义体制。二战之后,日本的封建残余被基本铲除,而其价值观在西方自由、民主价值观的基础上进行了重构;在意识形态上,日本也全盘接受西方的理念。冷战期间,日本从其西方式的价值观出发,开展了意识形态外交。虽然其间有弱化意识形态、重视实用主义的阶段,但从整个冷战时期上看,日本外交的意识形态色彩是明显的。麻生太郎担任安倍晋三内阁外务大臣时提出了“价值观外交”的理念,并在其指导下试图构建“自由与繁荣之弧”。“价值观外交”无疑是日本意识形态外交的新发展。福田康夫内阁时“价值观外交”一度搁置,麻生太郎代福田而成为首相后,他热衷的“价值观外交”再次粉墨登场。历史证明,在外交政策上日本什么时候谈化意识形态的因素,其所收到的国家利益就显著,什么时候强化意识形态因素,其国家利益就受到消极影响。麻生如果再次以价值观作为外交行为的标准,必将对日本外交及中日战略互惠关系产生严重消极影响。
【Abstract】 After the Meiji Restoration, Japan gradually developed its reverence for the European and American powers. In emulating the Western science and culture, Japan kept on narrowing the gap between the Japanese and the Western political institutions, and formulated its capitalist regime which combined with its traditional feudalist thoughts. After the Second World War, the feudalist residues in Japan have generally been eliminated, and the Japanese values were reconstructed after the Western models of liberty and democracy; the Western concepts have been comprehensively incorporated into the Japanese ideology. During the Cold War, Japan initiated the diplomacy of ideology based on its Western values. Despite of certain phases when emphasis was laid on pragmatism rather than ideology, the Japanese diplomacy retained a strong color of ideology for the entire period. This tradition has a significant influence on the present ’diplomacy of values’ of Japan.In serving as Minister of Foreign Affairs in the cabinet of Shinzo Abe, Taro Aso proposed the concept of ’diplomacy of values’ and attempted to construct the ’arc of liberty and prosperity’ thereupon. Doubtlessly, this ’diplomacy of values’ is a new development of Japan’s diplomacy of ideology. This ’diplomacy of values’ was for a time left aside by the cabinet of Yasuo Fukuda, but revived by the Aso, a fervent supporter for this diplomatic approach, who succeeded Fukuda as Prime Minister. Historical evidence has proven that Japan would receive the largest national interests when the ideological considerations are reduced and the national interests would be adversely impacted when such considerations are enshrined. In case that the values is once again taken by Aso as the standard for diplomatic conducts, Japan’s diplomacy and its strategic and mutually beneficial relationship with China will be significantly undermined.
