【摘要】 我国“十一五”规划纲要(以下简称“纲要”)明确提出:“根据资源环境承载能力、现有开发密度和发展潜力统筹考虑未来我国人口分布、经济布局、国土利用和城镇化格局,将国土空间划分为优化开发、重点开发、限制开发和禁止开发四类主体功能区”。这是我国经济和社会发展的一个重大战略调整和转变,也是“十一五”及今后一段时期一项重要而又紧迫的任务。目前,全国主体功能区划工作已经全面启动,各个省份已基本完成试划研究和区划工作。由于我国幅员辽阔,自然环境和社会经济条件在地域空间上存在很大差异(如东部地区和西部地区的差异),为了能够更加科学合理地划分各类主体功能区,针对不同的地域建立合理的划分指标体系、标准和方法技术体系显得极为重要。本文根据贵州省地域特征以及未来贵州区域发展的总体定位,研究了该地区开展主体功能区划的方法学问题。以国家编制的《省级主体功能区划分技术规程》为基础,通过对可利用土地资源、可利用水资源、环境容量、生态系统脆弱性和自然灾害危险性等指标内容的修改或补充,构建合理的评价指标体系。以县级行政区为划分基础单元,分析指标的数据处理与计算方法,包括指标赋值、等级划分、数据归一化处理和权重确定方法。根据基本技术路线,结合遥感和地理信息系统等先进技术,分析了贵州省主体功能区的划分技术方法,并提出贵州省主体功能区划分时存在的问题。更多还原

【Abstract】 The outline of the Eleventh Five-Year Plan goes like this: According to resources environmental carrying capacity, the existing development density and development potential, considering China’ s future population distribution, economic layout, landuse and urbanizating patterns, land space will be divided into four key function zones including optimizel development zone, major development zone, restricted development zone and the prohibited development zone. This is a great strategical adjustment and transformation of our economic and social development, and it also an important and urgent task during the eleventh Five-year plan periol and in the near future. Now, the principal Function zoning is started up throughout the country and some provinces had complished the study of zoning. The need is urgent to establish the different corresponding theoretical and methodological system to direct the practice of main function division in different zones.In this paper, according to the regional characteristics of Guizhou Province, the technical approach of local major function zoning was studied. On the basis of "Technology Regulation of Major Function Zoning on the provincial Level", the index system was established, which included ten index. In this index system, five index including available land resource, available water resource, ecosystem frangibility, ecofunction importance and natural disaster risk were revised. The methods of date processing and computation were analyzed, which included index assignment, grade division, date normalization and weight assessment. Following the RS and GIS technical approach, the zoning method of Guizhou Province were analyzed and also some question were put forward for further study.更多还原
