【摘要】 自然科学基金申请者动态信誉管理是整个评议工作的核心与基础,加强对自然科学基金申请者的信誉管理工作是整个自然科学基金信誉管理的关键所在。本着事前防范优于事后惩处的原则,一方面,建立完善的申请项目评价体系;另一方面,构建以评审专家后评估为核心的问责问效机制,加强信誉管理力度,通过完善制度与约束机制来提高专家评议的公平公正性。本文借鉴国内外信誉管理理论和实践研究的成果,对我国科学基金信誉管理与评价存在的问题进行调查分析,阐述科学基金信誉管理的必要性和重要性,抽取反映项目申请者信誉的定量测量指标与定性评价指标。构建基于基金项目后评估的对相关申请者的信誉评价和激励与约束制度体系,探索基金信誉管理与评价的指标体系。利用模糊评价和层次分析法,定性和定量分析,实现专家主观判断与客观证据测量相结合,从而使得综合评价的结果更加科学合理1。更多还原

【Abstract】 Natural Science Foundation of the credibility of the applicant dynamic management is the core of the whole council and foundation work to strengthen the Natural Science Foundation of the credibility of the applicant’s management of the Natural Science Foundation of China are the key to the credibility of management. After building a project based on the Fund on the relevant assessment of the credibility of the applicant evaluation and incentive and restraint system, to explore the fund management and evaluation of the credibility of the target system.
