【摘要】 “三农”问题是当前我国面临的世纪性难题,也是困扰我国经济发展、实现社会公平和国家现代化的核心问题。“三农”问题中最关键的是农民问题,而解决农民问题的关键是解决农民的收入问题。新中国成立后,我国采取工业优先的经济发展战略,在计划经济时期,政府通过农副产品的统购统销政策从农业积累中抽取大量的资金用于工业建设,使得农业经济长期处于低水平发展状态,农民收入问题初现端倪。到改革开放初期,土地制度改革极大地促进了农村经济的发展,农民收入水平有较明显改善。但是,随着改革重心的转移,农村大量资本和廉价劳动力大规模向城市集中,在城镇经济迅速发展的同时农村经济却止步不前,农民收入问题日趋严重,成为影响我国社会经济发展的主要障碍之一。当前,在经过二十多年经济快速增长之后,我国已经具备工业反哺农业的能力,因此,解决农民收入问题具有重要的理论意义和现实意义。作为农业经济落后的省份之一,山西省农民收入问题更加突出,形势更加严峻,在全国具有代表性。研究山西省农民收入问题对于山西国民经济发展具有重要的现实意义。本文第一章借鉴和分析了我国学者对农民收入问题研究的成果,对论文的选题背景和研究方法进行了详细的说明;第二章具体分析了改革开放后山西省农民收入变化的基本情况,认为山西雀农民收入问题非常严峻,对国民经济发展有着严重的负面影响;第三章提出工业优先的经济发展战略和城乡二元的社会经济结构是山西省农民收入问题形成的根本原因,改革开放后农民家庭经营收入和工资性收入增长缓慢导致问题日趋严重;第四章围绕政府的主导作用提出解决问题的具体措施,认为首先要加强农民的社会福利制度建设,建立健全符合山西实际情况的养老、医疗、教育等机制,给予农民真正平等的国民待遇,有效地转变山西城乡二元的社会经济结构;其次,政府要在政策上加强对农业的倾斜力度,改进农业基础条件,完善农村税费改革,提高农产品市场竞争力,促进乡镇企业良性发展,改善农民工务工环境,最终实现城乡统筹发展,共建社会主义和谐社会。更多还原

【Abstract】 Today the Sannong problem is a great challenge that our country must be faced.It influences the economical development,the achievement of social equity and the achievement of national modernization.As the most important issue in the Sannong problem,the solution of the peasantry problem lies in the solution of the farmer’s incomes.There are many factors about the farmer’s income problem.From the establishment of the new china,it has been established that the economic development strategy inclined to the industry.In the planned economy period,the government sampled a great deal of funds from the agriculture backlog for industrial construction by the policy that buys generally to sell a policy generally in agriculture by-product.It is the reason why the agricultural economy had been in stagnation appearance over so long terms.During the Reform periods,it made great progress in the agricultural economy by the household contract responsibility system.But with the transfer of the centre of the Reform and the agricultural resource transferring to city,the dual economical structure has formed.The farmer’s incomes problem has become the mainly obstacle that influenced the Chinese economic.After rapidly growth of our economic,it is capable to solve the problem in China.The farmer’s incomes problem in Shanxi is typical in China.First of all, it reviews the researches of many economic scholars,introduces the structure of the article and indicates the significance of the research of the farmer’s income problem in the article.In the second place,it summarizes the basic characteristics of the farmer’s incomes problem in Shanxi,Moreover,there are.a few factors that explain the problem,Last but not least,it believes that the government must take effectively measures to solve the problem in the article.In addition,it is believed that farmers must be also equal to the national treatment and the all residents enjoy the fruits of the Reform.更多还原
