港航系统节能减排评价方法研究

【摘要】 港航系统是交通运输行业的重要组成部分,在节能减排方面具有巨大的空间和潜力。但是,目前全国港航系统尚未建立一套完整的节能减排评价体系,如何全面、客观、科学地评价各地港航系统节能减排的工作绩效,是一个迫切需要解决的问题。本文旨在根据我国港航系统的客观实际,建立一套完善的节能减排评价指标和评价方法,为港航系统节能减排考核评价提供科学依据,并提出港航系统节能减排的相关建议和措施,对促进我国港航系统节能减排工作的持续快速发展具有重要的现实意义。本文在认真考察分析了国内外港航系统节能减排的发展现状后,在研究了系统评价理论的基础上,按照我国节能减排的指导思想和要求,遵循定性与定量分析的原则,初步构建了基于层次分析的模糊综合评价法的港航系统节能减排评价模型。之后,通过综合运用层次分析法、模糊数学等评价方法,建立了港航系统节能减排的评价指标体系和评价方法。接着,以某省的港航系统节能减排为例,进行了实证研究。最后,采用灰色关联分析对评价方法进行了改进,并提出了改善港航系统节能减排工作的相关建议和措施。理论和案例证明:(1)运用AHP-模糊综合评价法对港航系统节能减排效绩进行评价是一种比较科学的方法,将评价中各种影响因素共存的复杂性简要化,一定程度上削减主观偏好对评价结果的影响,也可以有效地克服单指标方法的片面性;(2)在模糊评价法中采用层次分析法来处理评价中的指标权重,明确了港航系统节能减排的具体内容和相关重点;(3)引入了灰色系统理论中的灰色关联度分析来对模糊评价进行改进,能够较好的解决评价结果的信息丢失和排序问题;(4)通过评价实例的研究与分析,评价结果与实际情况基本符合,说明该评价方法可操作性较强,准确性较高,对我国港航系统的节能减排评价有一定的指导和参考作用。

【Abstract】 Port and shipping system(PSS),which is an important part of the traffic and transport industry,has a tremendous space and potential to save energy,lower energy consumption and reduce pollutants discharge.However,the port and shipping system has not yet been setted up a perfect evaluation system for energy-saving emission reduction(ESER) in P.R.China.How to evaluate ESER performance in the way comprehensive,objective,scientific,is an issue which urgently needs to be addressed. The purpose of this paper is to establish a comprehensive evaluation index and method in accordance with the objective reality of the port and shipping system and to provide a scientific evaluation basis,and to put forward proposals and measures related for energy-saving emission reduction,which will has a practical significance to promote energy-saving emission reduction work continuously and rapidly develop for port and shipping system.First,the development status of energy-saving emission reduction for pot and shipping system in domestic and international was analyzed,and the systematic evaluation theory was studied.In accordance with the guidance and requirements of China’s energy-saving emission reduction ideas,an evaluation model of energy-saving emission reduction was based on Analytic Hierarchy Process(AHP)-Fuzzy Comprehensive Evaluation(FCE) method for port and shipping system,which following the principle of qualitative and quantitative analysis.Then,the method of AHP-FCE is used to establish the index system and evaluation method.After that,the port and shipping system of some province was setted as an example for empirical studying.Finally,the gray relational analys is used to improve the method to the fuzzy evaluation and relevantly recommendations and measures were proposed to improve the work of energy-saving emission reduction for port and shipping system.Theory and case to prove:(1)In some extent,it is a scientific method to use the AHP-fuzzy comprehensive evaluation method evaluation on the performance of the energy-saving emission reduction for PSS.This method can simplify the complexity of the variety of influencing factors in the coexistence,and to a certain extent,reduce the impact of the evaluation results because of subjective preferences,also be an effective method to overcome the one-sided of single indicator;(2) The specific content and related emphases were cleared by using the fuzzy analytic hierarchy process to deal with the weight of the evaluation index;(3)The gray relational analys of the gray system theory was used to improve the fuzzy evaluation,which in order to better resolves the problem of the information lost and sequence of the evaluation results;(4)Through the research and analysis of the evaluation example,evaluation results in line with the actual situation,which shows that this evaluation method has the strong operational,the higher the accuracy,and has some role of guide and reference for energy-saving emission reduction of national PSS.
