【摘要】 建立与完善我国电力建设项目后评价机制,有利于检验并提高电厂的微观运行效果和宏观社会效益,以深化投融资体制改革。本文致力于研究电厂建设项目的后评价,为我国电厂建设项目的后评价工作提供新的参考。本文在系统研究建设项目后评价理论的基础上,确立了电厂建设项目后评价的内容和指标体系,提出了基于成功度模糊综合评判理论的电厂建设项目后评价模型,并对包头第二热电厂扩建项目进行了实际应用研究。对该项目进行了单项后评价,以及基于逻辑框架法、成功度模糊综合评判法的综合后评价,并对电厂扩建项目的可持续发展,提出了可行的建议。最后对论文进行了总结,并提出了有待进一步研究的问题。更多还原

【Abstract】 Establishing and perfecting the ex-post evaluation mechanism of power constuction project helps test and improve microeconomic returns and macroeffect to intensify the reform of investment and financing mechanism.This paper is dedicated to study the ex-post evaluation of power plant construction project to provide new references to that work in our country.On basis of systematic study on ex-post evaluation therory,the paper defined contents and index system of power plant construction ex-post evaluation,proposed the evaluation model on basis of successful degree and fuzzy comprehensive evaluation therory,and made the empirical analysis of Baotou Second Thermal-electric Plant expansion project.The paper carried out monomial ex-post evaluation as well as comprehensive evaluations according to the logical framework approach and successful degree and fuzzy method,then put forward practical advices on sustainable development of that project.Finally,the paper drew the conclusions and put forward contents required further research.更多还原
