【摘要】 随着我国城市化进程的加快,城市在我国国民经济中的地位和作用也越来越显得重要。作为各种要素的聚集体,城市担负着配置生产要素、促进效率提升、改善居民生活环境的重任。同时,各国、各地区之间的竞争也已经演变为城市之间的竞争。那么怎样使我国的城市健康、可持续的发展,如何提高城市竞争力已成为目前亟待解决且不可避免的问题,在这样的背景下,城市资本运营理念应运而生,其对促进政府效率改革、城市经济发展、区域竞争力增强均具有重要的现实意义。本文在阐述城市资本运营涵义及相关理论基础上,结合城市资本运营模式以及长春市资本运营现状,对长春市资本运营的模式优化及相关建议进行了进一步探讨。首先介绍了城市资本运营概念和理论基础,对政府再造理论、公共物品理论、城市竞争理论进行了详细的阐述。其次,分析了城市资本运营的宏观和微观模式。最后通过对长春市资本运营现状进行分析,提出了长春市资本运营的模式优化,为长春市城市资本运营过程中出现的问题提出相关建议。更多还原

【Abstract】 City is a capital, it’s also the largest capital in a country or region. As we all know, as certain areas of political, economic and cultural center of the city, based on secondary and tertiary industries and population aggregation is characterized by a high degree of economic and social system, no matter the economic times in agriculture, industrial economic times, or the information economy times, it is most gathering the means of production and labor, the most abundant areas. Effective large-scale urban construction not only improves the urban production and living and people’s working environment, stimulating social needs, provide a large number of employment opportunities, convert rich in potential living labor into the labor, and eventually transformed into material wealth. Therefore, the process of urban construction and development is working to create value and wealth creation, wealth accumulation and social process.In our country, with the deepening of market economy and speeding up the urbanization process, the past development model of the government taking some of the urban construction management can not adapt to urban economic and social development, urbanization resulting from the accelerated development of the scale of the rapid expansion of cities and urban construction, the contradiction between the serious shortage of funds has become increasingly fierce. Therefore, changing the traditional concept of urban management, and fostering the concept of city management, Realizing the concept of urban management innovation has become a city governments needing to be addressed urgently, In this context, the functions of national government and management model, need to be changed, so urban management as a new concept of urban development, ideas, models in the market economy came into being, through urban planning, construction and management of the entire process. At present, urban management has become the most interesting topics on government and academic research.In China, the so-called management of city capital is that the city government using market economy means to aggregation, restructure and market-oriented trading the naturally occurring carrier capital which constitute the urban space and urban function vector (land, water, sunlight, air ) the role of human capital (municipal utilities) and its related extension of capital (roads, bridges and other naming rights) , it also means to constitute the urban space and urban functions of the naturally occurring vector of human capital and the role of capital and related to the gradual extension of capital markets, use the market "invisible hand" to regulate the supply and demand, to explore maximize the potential of these resources to achieve the maximum capacity and efficiency, optimization in the entire city, in order to seek value-added rolling city assets, and to promote the development of urban construction.This paper is starting from the research background, analyzing the reasons of management of capital city in emerging foreign and domestics, discussing the background and content of the capital city, then elaborating on the relevant capital city of the theoretical basis and the scope of the subject and the object. By analyzing the capital city of the macro-and micro-model, made an optimization of the concept of capital operation model for Chang Chun City, and strategy accordingly. The main research contents of this article are as follows:Chapter I focuses on the background of the study, research synthesis, research methods and significance, points out that the meaning of capital cities. By researching and analysing of capital cities at home and abroad, describes the research purposes and practical significance for Chang Chun City.Chapter II focuses on basis theory of capital cities, detailes the government recycling theory, public goods theory, urban competitiveness theory and the specific content of the background. The three theories combined together as the fundamental of the city operation, for China’s capital city to provide advanced theoretical inspiration for the operation of China’s urban capital theory provides a basis for reference and learn.Chapter III focuses on researching the subject and the object on operating capital cities. Operation of the main capital cities and the main system characteristics of an in-depth, pointing out that the city is the main body of capital-led government, various non-governmental organizations and the public to participate in the diversification of the main body, which the government is the main power of capital cities. Capital city and then on the scope and characteristics of the object are discussed in detail, and improve the city’s system of capital theory.Chapter IV gives a detailed research to the macro and micro model way of the capital city , pointing out that the macro approach of Capital city mainly includes environmental management, industry cluster business, cultural operators, regional operators, such as brand management focus on the way, the micro-model including BOT, TOT, PPT, TOD Etc.Chapter V focuses on researching and analyzing the capital management status of Chang Chun City, expands from the operation of land capital, public utility, infrastructure, the development zone and other aspects of the business, and points out thatapital operation problems in Changchun City, and finally made the operation of capital optimization mode for Chang Chun City.
