论地方政府的招商引资职能及未来调整

【摘要】 当代中国正处于一个飞速发展的经济转型期,发展是首要目标。改革开放近三十年以来,各级地方政府在中央政府的统一引导下,一直将经济发展作为第一要务来抓。由于国内外的经验都表明,快速发展地方经济的有效措施之一就是招商引资,所以在中国改革开放的启动和初步发展时期,浙江省各级地方政府也将自己的工作重点放在如何有效地发挥招商引资的“主导”职能、通过行政化管理方法促进招商引资之上,并且取得了相当的成果,同时也暴露了许多新的问题。本文将通过对当代中国地方政府招商引资的历史源起和发展现状分析,结合自身参与的浙江省杭州市某城区的招商引资工作经验,重点探讨招商引资对地方经济发展的重要作用、影响因素和运作特点,并分析当前地方政府在招商引资中存在的主要问题——即地方政府在招商引资中存在越位、错位和缺位现象。越位是指政府替代企业成为招商引资的主体;错位是指地方政府干了本该市场干的事;缺位是指政府在招商引资中没有履行好自己应尽的职责。针对中国经济形势发展对地方政府提出的新要求和新职能转换,本文将从欧美发达国家的招商引资状况分析中总结归纳有价值的经验和可借鉴的做法,强调今后地方政府对招商引资的干预应把握以市场调节为主,行政干预为辅的原则。政府的具体职能是导向作用、促进作用、服务作用和监督作用。总体而言,招商引资工作是地方政府在现代市场经济条件下进行经济管理的重要职能,其对经济发展和公共利益的改进起着关键作用。但从战略发展方向上看,中国目前的各级地方政府正面临职能调整和经济管理方式变革的新挑战。本文将就未来中国地方政府在招商引资中的新地位和新职能提出了自己的见解和思路。论文努力从战略眼光与具体操作方法及思考相结合的角度提出:今后中国的地方政府应通过规划区域投资框架、主导产业和产业政策发挥导向性作用;通过改善投资环境,提高办事效率等方式履行服务类职能;通过建立良好的政府形象,提供适宜的招商平台等方式履行促进市场经济向深度发展的引导型职能;通过监督企业合法经营、公平竞争、保护环境和土地资源等方式履行地方政府的监督性职能。更多还原

【Abstract】 To develop economy is the most significant task for China during this period in which the economic system is making swift transition.Most regional governments are pushing economic development as their primary task under the direction of the central government in about 30 years of innovation and openness.Foreign and domestic experiences proved that inviting investment is one of the most useful methods for development of regional economy.To carry on effectual investment promotion is a key problem for regional governments under such special circumstances.This text points out the ways for regional governments to fulfill their functions efficiently and analyze present situations of domestic investment promotion.In this special period,all the regional governments in Zhejiang province are paying most of their efforts on inviting investment and get great results as well as a lot of new problems.By analyzing on current development and origin of regional governments’ inviting investment in China and the writer’ s experience in inviting investment in Gongshu district,Hangzhou,Zhejiang,it puts an emphasis study into effects,influence factors and present problems in inviting investment and introduces experiences of America and European countries.The article illustrates that the problems exiting in the investment promotion are offside and dislocation of authority and absence from authority.Offside of authority means local governments take place of enterprises to make investment promotion.Dislocation of authority is that local governments have done what they should not do. Absence from authority means local government is not doing their bound duty.The primary principal for local governments is to give first place to the market regulation while make authority action subsidiary in investment promotion.Local governments should guide investments following plans,key industries and industrial policy.To fulfill the good government image and providing investment platform,and to fulfill the function of supervisor by controlling the enterprises’ operation, competition,protecting environment and land resources is the main course for local governments to solve the present problem.更多还原
