【摘要】 鼓励创业不仅可以有效地缓解一国的就业压力,而且有利于保持整个经济体系的活力,不断推动经济的发展。创业是一个从无到有的过程,它是任何一家大企业大集团都必须经历的起始阶段。然而,由于创业期企业历史短,有形资产少,信用记录不足等内在劣势,使得其必然会在更大程度上受到诸多环境因素如金融支持、基础设施、社会文化规范等的影响,特别是融资环境,它决定了创业企业资金的来源是否多样化以及能否获得足够的资金支持,对创业企业来说有着极其重要的作用。本文在国内外创业理论研究的基础上,构建了创业融资环境的分析框架,将政府财政资金、金融机构贷款、资本市场等对创业企业融资产生直接制约作用的各种融资渠道称为直接影响因素,而将政府扶持政策、信用担保体系、风险报酬系统等因素会影响各融资渠道向创业企业融资,称为间接影响因素,并详细阐述了框架内这些因素对融资的影响。接下来,利用该分析框架具体分析了厦门市的创业融资环境及其存在的不足。本文认为,应制定优惠政策,健全厦门产权交易市场,完善厦门市成功报酬系统,为投资者顺利收回投资获取报酬提供保障,从而吸引更多的创业资本为创业企业提供资金;其次,应从健全中小企业信用担保体系着手,实行“存贷结合”等政策,争取金融机构加大对创业中小企业的贷款支持;再次,应鼓励厦门的民间资本向天使投资转化,积极参与创业活动,为创业企业提供资金。总之,融资对于创业企业来说是一个至关重要的因素,却也是一个大难题。应该通过有效的措施吸引更多的资金参与厦门的创业活动,为创业企业提供更大的资金支持,创建更为良好的融资环境。更多还原

【Abstract】 Starting-up activities not only can relieve employment pressure, but also be helpful to keep the economic system energetic and promote economic growth constantly. Starting-up is a new difficult process, but it is inevitable stage for any nowadays big companies or even groups. However, due to short-term experiences, few asset and credit records, start-ups will inevitably and more probably restricted by external conditions, such as financing, infrastructure, culture, etc., especially financing environment, it is rather important to start-ups, it plays a key role in whether the funds for these start-ups are diverse and adequate.In order to research how financing environment reacts on start-ups, after reviewing the relative theories, this paper proposes a analysis framework of starting-up financing environment, in this framework, it separates the environment into direct factors, such as fiscal fund, finance loan, capital market, etc., which decide whether start-ups have various channels to get money, and indirect factors, such as government policies, credit system, etc., which may effect influence on fund channels above. Next, under this framework, the paper analyzes the conditions and existing problems of financing entrepreneurial environment in Amoy, then put forwards some countermeasures accordingly. The paper suggests, firstly, government should attract more venture capital into Amoy to support starting-up activities by setting down some favorable policies and by improving the property right market to perfect the requiting system. Secondly, it can encourage banking facilities to increase the loans to start-ups by perfecting credit system or by depositing fiscal fund in these facilities for guarantee. Thirdly, the government also can guide the civilian money to transit into angle capital and support the starting-ups, which is also helpful to increase the financing environment in Amoy.It can say that financing is the key importance but also big problem to these start-ups. Thus, we should perfect the financing environment on the basis of improvement on the external conditions, then help the start-ups overcome internal shortages and gain the necessary funds support for further development.更多还原
