【摘要】 我国学者在21世纪初开始了对公共政府范式的研究,并结合我国的实际情况,在公共政府的理论上达成了一些共识。随着时间的推移其理论也在不断的完善与创新。但综观目前公共政府的研究,对公共政府内涵及实现路径的研究涉及还不多。本文首先通过对几种政府范式的对比,并以此为线索,在理论上将公共政府定位于符合我国国情且本土化的最终政府范式。同时在认真总结和借鉴前人对公共政府研究成果的基础上,从公共政府的存在基础、内在追求、职能定位、最终体现四个方面对公共政府的内涵及其建设路径提出一些合理性的建议。本文共分五个部分。本文第一部分介绍了本文的研究背景、研究现状、基本思路、对公共政府内涵的重新审视、研究方法以及本文的创新与不足。第二部分:从政府存在的“权源”——公共权力和“物源”——公共财政两个方面来阐述政府存在的公共属性,同时对目前的权利异化和财政公共性的缺失提出操作层面的建议。第三部分:在明晰价值概念的同时界定了公共价值的概念。提出公共政府之所以区别于其他政府范式,还在于其独特的价值取向。它所追求的公共价值是公正、自由、民主的综合体。第四部分:分析了公共政府区别于其他政府范式的另一个显性特征就是政府职能服务化。政府职能服务化是对后工业时代政府公共性最完美的诠释,也标志着“公共政府”的回归。针对我国政府职能定位的缺陷提出了经济调节理性化、市场监管法制化、社会管理柔性化、公共服务民本化四点建议,同时对这四点又作出了详细的阐述。第五部分:首先指出公共信用是政府公共性的最终体现,它是政府的履约能力以及履约行为的体现,也是民众等其他社会主体对政府的信任程度。并针对目前我国政府信用失范现象提出加强信用道德教育、加强权力监督、完善信息对称环境、创新政府政策机制、完善信用法律体系五点政策建议。本文的创新之处是针对公共政府内涵研究及其建设路径研究的不足,对公共政府的内涵进行了重新审视,并对其对其建设路径提出了一些操作层面的建议。更多还原

【Abstract】 At early twentieth century, Chinese scholars began to study public government. They have reached a consensus on some issues in light of China’s actual situation. Along with time passing, the theory is also improving and innovating continuously. But the research of connotation of public government and the approaches of accomplishment are still not too much. At first, the author compares and analyzes several governmental paradigms. Based on this guideline, we orient the public government for the final governmental paradigm in accordance with our country conditions in theory. On the basis of the earnest summary and drawing lessons from the foundation of the past study, the author propose some rationality of suggestions of the connotation and construction approaches of public government from the foundation existing from the public government, insider pursuit, position of functions, and final embodiment.This text is totally divided into five parts. The fist chapter introduces research background, empirical study, basic thinking, rethinking the connotation of public government, main innovation and deficiencies.In the second chapter, this text expatiates the two aspects of the public on government property from the " right source " that exists from the government—Public power and the " thing source "—Public finance.The third chapter gives clarity of value by sequential definition of public value. This paper analyzes that the public government is different from the normal form of other governments, lie in its unique value orientation. The public government’s value is the comprehensive systems of freedom, fairness, and democracy.The fourth chapter analyzes the dominant characteristic that the public government is different from the normal form of other governments is that government’s function is service. The service of governmental functions is the perfect interpretation in the government’s post-industrial era, also shows that the "public government" is being realized. In view of the shortcomings of governmental function orientation, four suggestions targeted by the rational economic regulation, the legal market supervision the flexible social management and the public service of the people in demo-orientated are put forward. Then the four suggestions are in a more detailed exposition.In the fifth chapter, the paper firstly points out that common credit is the finial embodiment of governmental commonality, which is also the embodiment of government performing ability, performing activity and it also shows which degree do the people to trust the government. According to the phenomenon of credit absence in our country at the present, it puts forward five policy suggestions from the following five perspectives, strengthening moral education as well as the powers of supervision, improving the symmetric information environment, innovating governmental policy mechanism, perfecting the legal system for credit.The innovation of this text is that the author studied the public government’s connotation and the way of accomplishment which is not too much in academia. The characteristic of this text lies in treating the public government’s connotation with the view of development and putting forward some countermeasure on how to realize public government.更多还原
