【摘要】 随着世界经济的快速发展和科技进步,资源环境问题的战略地位愈来愈重要,各种资源的高效利用和有效管理越来越得到世界各国政府的高度重视。而作为世界通用的重要宏观经济指标GDP,由于没有反映资源环境的耗减和恶化对国民经济可持续发展带来的负面影响而饱受非议。而作为人类赖以生存并不可缺少的重要资源和稀缺性资源——土地资源,往往因为指标的难以确定和核算方法的难以选择,世界各国对其研究尚处于初级阶段,相应的研究以及资料文献也相对较少。1993年4月中国政府制定完成的《中国21世纪议程》中,明确指出“研究并试行把自然资源和环境因素纳入国民经济核算体系”。因此本论文就以土地资源的可持续发展为指导,深入探讨了土地资源所依据的基本理论应当将马克思的劳动价值论与西方经济学的效用价值论相结合,同时吸收其他理论加以完善。并在对土地资源概念研究的基础上,确立了土地资源的核算对象与土地资源分类问题并研究了土地资源的计价问题,给出了土地资源的价值计价方法,并评价其适用性。论文选取具有“共和国长子”之称辽宁省沈阳市作实例分析,对该市2006年土地资源的数据分类进行了价值核算,得出了2006年沈阳市土地资源价值总值。土地资源价值核算目的是为了告诫人们土地资源不是无价的取之不尽的,而是需要人们大力保护和规划的,这样才能真正实现人类与自然界的和谐发展。论文最后提出了沈阳市土地资源发展的建议。更多还原

【Abstract】 Along with world economics’ fast development and the advance in technology, theresources environment question’s strategic position is getting more and more important, each resources’ highly effective use and the effective management obtain various countries government to take seriously more and more. But as world general important macro economic indicator GDP, because had not reflected that the resources environment the depletion and the worsening the negative influence which brought to the national economy sustainable development fully suffer the censure. But as humanity livelihood and essential capital stock and scarcity resources - - land resource, often because of target with difficulty determination and calculation method’s with difficulty choice, various countries was still at the initial stage to its research, the corresponding research as well as the material literature relatively are also few.In April 1993, the Chinese government formulation completed "the China’s Agenda 21", pointed out explicitly "studied and tries out integrates the natural resource and the environmental factor the national economic accounting system". Therefore the present paper take land resource’s sustainable development as the instruction, discussed the elementary theory which the land resource rested on to thoroughly unifies Marx’s labor theory of value and the Western economic effectiveness theory of value, simultaneously absorbed other theories to consummate. And to the land resource concept research’s foundation, has established the land resource calculation object and the land resource classification question and has studied the land resource valuation question, has given the land resource value valuation method, and appraises its service ability.The paper selected Shengyang in Liaoning Province where is called "the eldest son of the Republic" as the example, land resource’s data class in 2006 has carried on the value calculation to this city, has obtained in 2006 the Shenyang land resource value resultant. The land resource value calculation goal is to warn that the people land resource is not priceless inexhaustible, but is needs the people to protect and the plan vigorously, like this can realize human and the nature accord development truly.
