【摘要】 2006年8月31日,国务院办公厅函复海关总署同意设立大连大窑湾保税港区。这既是国家对大连城市功能的进一步定位、城市功能内涵的进一步丰富,也是进一步扩大东北地区对外开放、振兴东北老工业基地和建设东北亚重要的国际航运中心的重要举措,必将对东北经济圈、环渤海经济圈的快速发展产生重要影响。大连保税港区的设立使大连保税区“三步走”设想完成了第二步,如何建设好保税港区,如何早日实现第三步,是摆在我们面前的新课题。然而保税港区是我国对外开放进程中的新生事物,如何走出一条适合我国国情的保税港区发展之路至关重要,因此开展关于保税港区发展的相关研究具有一定的现实意义。基于上述背景,本文首先分析比较了保税区、保税港区和自由贸易区等相关概念,介绍了大连保税港区的发展现状,并借鉴国内外的先进经验,给予大连保税港区的发展一些启示。接着揭示了发展大连保税港区的必要性和有利条件,运用灰色预测方法对未来几年大连港集装箱吞吐量进行了预测,并推断出未来大连保税港区物流量也走势良好。最后提出了大连保税港区的近期和长期发展策略。更多还原

【Abstract】 On 31th, Aug, 2006, State Department wrote back to Customs to approve to set up "Dalian DaYaoWan Bonded Port". This is not only for the country to make further orientation onto the city function of Dalian, further enrichment of the city function intension, but also been the vital factor to further extend the opening of Northeast district, fulfill the boom of Northeast traditional industry base and contribution of Dalian Northeast Asia international shipping center, which would strongly impact the fast economic development of Northeast economic loop and Bohai Rim economic loop.The setup of Dalian bonded port makes the second step of "three steps" planning true, how to contribute bonded port well and how to realize the third step soon is really a new problem. However, to be the rebirth during the opening process of our country, it is vital to decide how to choose a way which is fit for the situation of our country. Hereby it is provided with practical significance and research value to expand the study onto the development of the logistic of Bonded Port.Based on aforesaid background, this paper first concludes some basic concepts of bonded area, bonded port, free trade zone etc, introduces the development condition of Dalian bonded port, and gives some revelation to it using advanced experience of overseas for reference; Then, analyze necessity and advantage to develop Dalian bonded port, use grey forecasting method to forecast the development trend of Dalian port container throughput in a few years, and conclude that logistics volume of Dalian bonded port has a good trend.
