【摘要】 随着国际集装箱的迅猛发展,促使国际贸易往来的不断增加,不断增加的海运货流,使港口在更大的内陆范围内寻找货源满足港口的需要,同时,内陆城市为了提高外贸水平,促进与国际更大更多的贸易,需通过加强发展国际集装箱来发展外贸型经济。在港口和内陆城市基于自身的发展需要基础上,通过相互合作促成内陆“干港”的形成。成都地处西南地区,既不沿江也不靠边,但其有铁道部规划建设的铁路集装箱中心站,并且是四川省规划建设综合交通主枢纽,其完全可以依据该通道和枢纽来建设内陆“干港”。在成都建立内陆“干港”不仅有其必要性,如可带动当地的外贸的发展,促进成都大都市区的发展,同时也有一定的可能性,如有相当的硬件、软件基础来支撑。成都铁路集装箱中心站和国际物流园区正在规划建设,政府应该对内陆“干港”的建设有总体思路和定位,并且在近期采取相应的措施来完成基础性的工作。本文通过系统对内陆“干港”的梳理,总结了国内外发展内陆“干港”实践经验,为成都发展内陆“干港”提供了理论指导和实践借鉴。在研究成都发展内陆“干港”过程中,重点分析了发展内陆“干港”存在的内外部条件,发展内陆“干港”可以给成都乃至四川带来的利益。在此基础上,通过对成都内陆“干港”建设的构想,确定其发展总体思路、具体行动,使其发展可具有操作性、实践性。最后,通过分析目前建设内陆“干港”存在的相关问题,针对性的提出相关政策建议。期望本文的研究能对成都发展内陆“干港”有一定的价值。更多还原

【Abstract】 With the rapid development of international container, the international trade has grew quickly, and ever-increasing flow of seaborne cargo has made ports to find large inland areas to meet the needs of sources. At the same time, in order to improve the level of foreign trade and promote more and more international trade, the inland cities need to strengthen the development of international containers. Based on the development of their own, the ports and inland cities make cooperation to develop the "dry depot".Chengdu is located in the southwestern region, it neither steps aside nor along the rivers. But it has the railway container hub which is planed by ministry of railway, and it is the main of comprehensive transportation terminal. So it can build "dry depot" on the base of the channel and the terminal. There has not only the necessary of establishment of "dry depot" in Chengdu, such as spur the development of local foreign trade and promote the development of the Chengdu metropolitan area, but it also has the possibility, for example, there are some hardwares and softwares foundation to support. The railway container hub and international distribution park are planning to construct, the government should make the general idea and position of "dry depot", and take some measures to complete the basic work in the near future.This essay has carded the "dry depot" completely, and summed up the practical experience of home and abroad. It provides a theoretical and practical reference guide for the development "dry depot" in Chengdu. In the research of development of "dry depot", it focuses on the development of its existence of internal and external conditions, and the interests of it can bring to Sichuan and Chengdu. On this basis, it should be operational and practical. Through the concept of building the "dry depot", the overall development of idea and concrete actions should be determined. Finally, through analysis of the current construction of "dry depot", some relevant policy recommendations are suggested. The above research will provide the references for "dry depot" building.更多还原
