【摘要】 信息技术的迅猛发展和广泛应用,使政府拥有、生产、使用和传递信息的方式发生了深刻的变化,这就对政府的管理水平和服务质量提出了更高、更新的要求。面对这些要求的提出,政务电子化、实施电子政务就成为政府改革的必然选择。而在电子政务的实际实施过程中,存在着一个关键的问题,那就是缺少合适的管理理念和恰当的技术来支撑电子政务的运行,因此提出将知识管理引入到电子政务中,从而在实现电子政务顺利发展的同时,也实现政府知识的积累、利用与创新。知识管理(KM)为政府电子政务的建设提供了新的指导理念和技术架构,设计出基于知识管理的电子政务管理方案,能够帮助政府实现从信息管理到知识管理的飞跃,能够为公众提供有价值的政府信息资源,同时提高政府内部的决策水平和应对能力。本文首先简要的论述了研究的背景、研究方案和研究内容,之后对知识管理的概念和模式进行了探讨,并阐述了政府知识管理的实施状况,同时还概述了企业知识管理的借鉴作用。根据公共管理的理论,本文分析了电子政务的发展现状以及目前知识管理在电子政务建设中的实际应用现状;介绍了知识管理对政府电子政务建设的理论和技术支持,并分析企业中知识管理的运行情况,为政府知识管理的开展提供成功的经验;提出了用知识管理来完善电子政务管理方案,并结合实际,对“网上宿迁”的建设项目进行实证分析,用知识管理的方法来完善“网上宿迁”的门户、交流平台和知识库的建设,提出设计基于知识管理的“网上宿迁”的政务管理方案的设想;在文章最后分析了知识管理应用于电子政务建设中的途径并提出建议。更多还原

【Abstract】 With the development of rapid evolution and wide application of information technologies, the way that the government organs possess、produce、use and convey messages has changed deeply. This puts forward higher, newer request on the government’s management level and quality of service. In the face of these requests, Electrification of government affairs and Electronic Government becomes inevitable requirement to the government affair reformation. But there is a key problem in e-government development, which is a lack of specific management notion and technology. The view is to introduce knowledge management for the e-government development, so as to accumulate, use and create the government knowledge while implementing e-government. Knowledge management has offered the new idea guiding and technological framework for the construction of E-Government. Through structuring the program of E-Government based on the knowledge management, it can realize the leap from information management to knowledge management, offer valuable government’s information resources to the public and improve the decision level inside the government and the adaptability to response.In this paper, the author introduces the research background, plan and content firstly and discusses the conception and models of the knowledge management secondly. Implement state of knowledge management in government is presented. Meanwhile, the reference function of KM in enterprise is discussed.The author uses the public management theory and analyzes the current situation of E-Government and the application situation of knowledge management in E-Government. Introduce the theory and technology supports of knowledge management to the construction of the E-Government. Analyze the operation state of KM in enterprise and provide the successful experiences. Put forward the idea of using knowledge management to consummate the E-Government construction. Through combining the real work, author carries on real example analysis to the construction project of the“SuQian Online”, uses KM to consummate the construction of network , exchange platform and knowledge storehouse, and proposes the imagination of structuring the management program of“SuQian Online”which based on knowledge management.
