医疗保险定点医院信息系统的设计与实现

【摘要】 医疗保险作为中国社会保障体系的重要组成部分和社会保险体系的重要组成部分,对维护社会稳定和经济持续发展有着深远的影响和意义。随着社会主义市场经济体制的建立和国有企业的深入改革,健全完善医疗保险体制对国民健康以及经济和社会发展有着重要作用。为适应我国医疗保险制度改革的需要,实现医疗保险制度体系下的医院管理技术现代化、管理科学化,必须建立一套完善的基于医疗保险的医院信息系统。医疗保险信息系统不仅能满足管理的社会化需求,提高医保工作的信息化水平,还能有效的提高工作效率。医疗保险定点医院信息系统涉及现行医疗保险管理体系、医院管理体系结构和管理业务流程。系统的建立和运行应该成为医院日常管理工作中不可缺少的组成部分,并且对医院带来一定的经济效益和社会效益。医院的业务主要发生在门诊和住院处中。每日的收入主要靠门诊、住院处两个窗口来实现。本文着重研究的是医院信息系统的三大主要模块门诊、住院和三大目录管理,实现医院收费全过程由计算机完成,既增加了医院的经济效益,也同时解决了患者交费时间长的老大难问题,加强了医院管理的科学化、规范化。采用UML面向对象方法对医疗保险定点医院系统进行设计,主要包括需求定义,系统分析和设计,系统实现与测试。本文主要从以下几个方面进行论述和说明:首先介绍了医疗保险医院信息系统在国内外的发展情况及现状,说明了系统开发的意义及研究的方向。然后结合医院的业务流程的调研结果,对本次开发的医院信息系统进行全面的需求获取和需求分析,确定系统的设计原则及设计目标。结合医院业务管理部分的功能特点及实际要求,详细的设计了系统的功能架构,对系统数据库进行相应的设计,并设计了用例模型和系统顺序图。根据设计方案考虑用户需求和实际情况,结合每个子系统自身的特点,对几个子系统的相关功能和特点给予重点说明和示例。最后本文针对本次开发的医院信息系统进行全面测试,并选择合适的测试方法,设计整个系统的测试用例,发现系统中存在的问题,用以保证软件的质量和可靠性。

【Abstract】 The medical insurance system as an important part of Chinese social security systems , also an important part of social insurance system, played a significant role in maintaining society stabilization and has profound influence on the social development. Along with the establishment of the socialist market economic system, and the continuous deepening in the national enterprise reform, it is easily seen that reforming and improving the medical insurance system occupies a decisive position in public health as well as in economic and social development. In order to meet China’s public medical insurance reform, and improve hospital management system modernization, the realization of scientific management under medical insurance system, it’s urgent need a perfect hospital information system (HIS)based on medical insurance system. Not only meet the needs of the management socialized demand, working to improve health information technology standards, but also increase the efficiency of management work.As the Medical Insurance Fixed-point Hospital information system, it involves in the current structure of the medical insurance system, hospital management structure, , management of hospital business processes, hospital architecture, hospital management and control procedures. The establishment and movement of the system should be an indispensable component in hospital managed everyday, and bring a certain degree of economic and social benefits.The mainly hospital activities are mainly in out-patient and hospitahzation in the Department. The daily income depends mainly depends on two windows of out-patient and hospitalization in the Department. This article focuses on the Medical Insurance Fixed-point Hospital information system, including out-patient, hospitalization in the Department, and three catalog, which realize the entire process of the of hospital charges by computer, not only enhance the economic efficiency of the hospitals, but also resolve a long time difficult problem of the patients to pay, enhance the hospital management to scientific and standardized. This paper discusses that an object-oriented approach to design the Medical Insurance Fixed-point Hospital system based on UML, including the definition of requirements, systems analysis and design, implement and testing system. The components that should be included are as the following: First of all, based on medical insurance hospital information system at home and abroad in the development of the current situation and the present situation, put forward the development of the system and the significance of research. And then considering the hospital’s business processes and to consider the results of research on the development of the hospital information system as a whole , to carry out needs analysis, to determine the overall system design principles, design goal.On this basis, combining the functions of some of the hospital management and the characteristics of the actual requirements , the paper design detailed the development the functional structure of the system , the corresponding database and use-case model and sequence diagram. Taking into account the actual situation and needs of users, combined with the design, each sub-system has its own characteristics, this article will give descriptions and examples of functions and features of several important subsystem. Finally this paper give a test of a complete hospital information system, selection of suitable testing methods. Designation the test cases of the entire system and finding the existing problem of the system, the quality and reliability of the software.
