我国电力产业定价方式与价格规制问题研究

【摘要】 电力产业是对社会经济发展影响较大、在结构上又十分复杂的基础设施产业。在电力产业的市场化改革中,电价规制的改革是整个改革的核心和成功与否的关键因素。因此,在推进电力市场市场化改革的进程中,要重点解决好电力价格的规制问题。文章在根据电力产业的技术经济特征,以及自然垄断产业进行价格规制的理论基础,从价格水平规制和价格结构规制这两个方面对电力价格规制的有关模型进行了分析。电价水平方面的制主要包括:合理收益率规制和价格上限规制,这两种价格规制模型各有优缺点,但是目前都不完全适合我国电力市场的实际情况。电价结构方面的规制主要包括线形定价和非线形定价这两种定价方式,非线性定价又分为两部制电价,峰谷分时电价等,这几种定价方式在实际电力市场运行中都占据着一定的地位。其中,笔者根据自己在对电力市场电价问题的研究,重点探讨了实时电价这一先进的激励性规制价格机制。在西方大量学者对该种定价方式进行理论研究的基础上,探讨了实时电价机制的构成、计算、社会效益、目前在电力市场中的表现形式,以及这种定价机制的关键影响因素。实时电价与传统固定电价相比更能提高社会的总体福利,实现资源的优化配置,应当是包括我国在内的世界上所有国家规制电价发展的方向。尽管由于我国目前还不具备实行实时电价的条件,但它的发展方向仍然是实时电价,对实时电价的深入研究对我国现阶段的电力市场改革具有重要的意义。文章在进行上述理论分析的基础上,对我国电力市场化改革进程中在电力价格规制方面存在的诸多问题进行了探讨,主要包括:定价原则不明确、定价方法不科学、电价结构不合理、电价管制政策不规范、政府管制职能还不完善、电价管理体制落后等问题,并结合中国电力产业自身的特点,借鉴国外电力价格规制的经验和不足,对我国电力市场改革中的电力价格规制问题从多个角度提出了有关政策建议。

【Abstract】 The electricity is industry which has very tremendous influence to the social economy development, and in the structure has extremely complex infrastructure .In the electricity industry market reform, the electrovalence regulation reform is the entire reform core and the success or not key aspect. Therefore, in the advancement electricity industry market reform advancement must solve the good electric price regulation problem. The paper in the basis electricity industry technical economical characteristic, as well as the nature monopoly industry carries on the price regulation the rationale, Controlled these two aspects from the price level regulation and the price mechanism to carry on to the electricity price regulation related model have analyzed. The electrovalence horizontal aspect control mainly includes: The rate-of-return regulation and Price Cap Regulation, these two kinds of price control model has the good and bad points respectively, but at present all incompletely suits our country electric power market the actual situation. The electrovalence structure aspect control mainly includes: The linear pricing , the nonlinear pricing , the nonlinear pricing divides into two-part tariff , the peak-load tariff and so Among them, the author acts according to oneself into the electric power market electrovalence question research, has with emphasis discussed the Real-Time Pricing (RTP),this advanced excitability regulation price structure mechanics. Conducts the fundamental research in the Western massive scholars to this fixed price way in the foundation, has discussed the real-time electrovalence fixed price constitution, the computation, the social efficiency, at present in the electric power market manifestation, as well as this kind of fixed price mechanism key influence factor. RTP will improve social welfare and achieve more efficient resources allocation, comparing to traditional fixed electricity tariffs, must be includes in our country’s world all national regulations electrovalence development direction. Although because our country at present does not meet the implementation real-time RTP requirement, but its development direction still was the RTP, has the vital significance to the RTP thorough research to our country present stage electric power market reform. The paper in carries on the above theoretical analysis in the foundation, many questions which existed in the electric power price regulation aspect has carried on the discussion to our country electric power marketability reform advancement in, mainly included: The fixed price principle is not clear about, the fixed price method not science, the electrovalence structure not reasonably, the electrovalence control policy not standard, the government regulation function also imperfect, questions and so on electrovalence management system backwardness, And unifies the Chinese electricity industry own characteristic, the model overseas electric power price regulation experience and the insufficiency, put forward the related policy proposal to in our country electric power market reform electric power price regulation question from many angles.
