我国农村土地冲突的类型及时空分布规律研究

【摘要】 城市化是人类社会经济发展的过程和结果,城市化水平体现一个国家经济和社会发展的程度,同时也是经济社会发展创新的载体。伴随着城市化的加速推进,众多农村人口脱离农村、农业(其中部分又返回农村、重操旧业),大中小城市和城镇的范围、面积普遍扩张,各类基础设施项目大规模铺开,加之国家对私有财产权的保护力度明显加大,土地使用制度改革正在不同程度推进,诸如此类的变故必然触动单位、家庭、个人与土地之间业已形成的结合关系,可能诱发各种土地冲突问题的产生、蔓延和升级。因此,对农村土地冲突的类型、时间空间分布规律进行研究也凸现出重要的现实意义。本文采用实证分析法、统计分析法以及比较分析法展开研究,文章首先对土地冲突的含义加以界定,指出现阶段农村土地冲突的特点和基本状况;在此基础之上划分了对土地冲突的类型,按照土地冲突的内容、冲突的当事方、冲突的损失程度划分农村土地冲突的类型;通过选取土地利用改革的三个主要阶段:农村经营体制改革、土地二轮承包、农村土地大规模征用阶段总结该阶段爆发土地冲突主要特征,揭示了土地冲突的时间分异规律;分析了在我国许多土地利用的敏感地区,如农牧交错区域、水陆过渡区域和城市边缘区域已成为土地冲突的热点区域,对土地冲突的空间分异规律进行分析和总结,并以武汉市为例分析城市边缘区域土地冲突的特点;最后对土地冲突的类型及时空分布规律的总结。
【Abstract】 The urbanization is the result of economic development , the level of urbanization is an important degree manifests the development of economy and socialization .With the development of urbanization, a large number of farmer left rural areas(part of them return to rural areas, resumes farming), the area of cities and towns was universal expanded, many kind of infrastructure project is built by the district government, and the rural areas become smaller during the urbanization.On this condition government give more protection to private property. The relationship between farmer, corporation and government will be destroyed by these changes, and arose land conflict problem. So the research of land conflict type and space -time distribution in rural areas shows an important significance.There are five parts in this article. The first part makes a definition of land conflict, then analyses the characteristic and status of land conflict ; the second part summarizes the type of land conflict ; the third part analyses the characteristic of land conflict in three representative period ;the fourth part analyses and summarizes the characteristic of land conflict between economical and non-economical benefit, farming-pastoral region, water-land ecotone and urban-rural fringe are the three hotspots of land conflicts; the fifths part summarizes the type, time-space distribution of land conflict.
