【摘要】 改革开放以来,农民外出打工已经成为我国社会普遍存在的一个事实。就我国现实而言,大量农民外出打工虽然大大改善了乡村的经济状况,而且其积极作用也在多方面表现出来,但这也给乡村治理带来了困难,这种局面在农业税取消之后更为突出。本文以王滩为个案对这一问题进行了探讨。农业税取消后,王滩所属的大队干部全体辞职,大队集体解散,王滩的治理陷入困境,具体表现在,村里公共事务无人处理,公共产品极度匮乏,村民家庭问题越来越严重,这给村庄的和谐与发展带来了明显的影响。本文认为,要改善王滩的治理,既需要村庄自身加强自治,也需要政府提供切实可行的政策措施。论文分为五章。第1章是绪论,介绍了论文的研究意义、当前学界的研究现状、研究的方法、研究的思路及创新之处。第2章是“王滩村民外出打工概述”,这一章介绍了王滩的基本情况、村民外出打工现状,分析了村民外出打工的基本原因。第3章是“大量村民外出打工对王滩村庄自治的影响”。这一章介绍了王滩村庄自治能力下降的情况,分析了村民大量外出打工影响村庄自治的基本原因以及村庄自治能力下降带来的危害。第4章是“提高王滩村庄自治水平的基本对策”。这一章从提高村民自治能力、重新对土地进行分配、加强村庄公共品供给三个方面提出了对策。第5章是“王滩治理还需要良好的外部政策环境”。要改进王滩的村庄治理,既要加强村庄自治,又需要政府的政策措施支持,这些政策措施主要包括:一是要加强对农村公共品的提供,二是要逐步改革现行户籍制度,三是要建立新的土地流转机制,四是要建立适合农民与农民工的社保体系。更多还原

【Abstract】 It has been a universal phenomenon that villagers work out since reform and open of our country. From the reality condition of our country, although a lot of villagers working out have greatly improved the economic situation of the villages and represented positive effects on a lot of aspects, if has also caused difficulties in the village management, which is much more obvious, especially after the abolition of agricultural taxes and fees. The paper discusses that question from the view of the Wang Tan Village of particular case. After tax reform, all cadres Battalion resigned themselves office and the unit disbanded collective, which make Wang Tan Village Governance in jeopardy. There are certain specific performances: no one manages the village of public affairs, public product is extremely short, and the family problems of villagers are increasingly serious. It obviously prevents from the harmony and development of this village.This paper believes that if we want to strengthen the management of Wang Tan Village, it is necessary to strengthen the autonomy of their own villages and also the. Government needs to provide more effective policies. The paper is divided five sections.“The preface”is the first of section, which introduces the meaning of paper’s research, the present conditions of research in this filed, the ways of research and the originality of research.“The outlines of working out of Wang Tan villagers”is the second section, which introduces the fundamental situation of Wang Tan village, the condition of working out of villagers and the reasons of working out.“The influence to Wang Tan village’s autonomy of a large number of villagers working out”is the third section, which introduces the situation of the decline of autonomous capabilities in Wang Tan village, analyses the reasons why working out of most of villagers influences the village of autonomy and threats which the decline of the village autonomy brings out.“The strategies of raising the lever of Wang Tan village’s autonomy”is the fourth section, which gives ways and measures from three aspects: improving the autonomous capacities of villages, redistributing earth, enhancing provide of village’s public products.“The external good policies and circumstances needed in the autonomy of Wang Tan village”are the fifth section. If we want to improve the Wang Tan village’s autonomy, we should not only strengthen autonomy of village but also need the support of government’s policies. These policies should include: the first enhances provide of countries public products, the second increasingly reforms the institution of registered permanent residence, the third establishes the new mechanism of the move of earth, the fourth sets up the guaranteeing system of accommodating peasantry and worker who comes from countries.更多还原
