水电工程建设物资调运系统研究与实现

【摘要】 随着信息化技术的迅速发展和全球化市场的形成,企业在面对激烈的资源和市场竞争的前提下,需要探索新的管理模式和方法。由此供应链管理在这种背景下应运而生并快速的发展起来。供应链管理是一种集成的管理思想和方法,它对供应链中的物流、信息流、资金流以及合作伙伴关系进行计划、组织、协调和控制的一体化管理过程。供应链管理覆盖了从供应商的供应商到客户的客户的全部过程,关注的焦点是制造过程优化、加速库存信息在整个供应链中的流动,以及相关的各种运作管理和战略管理。水电工程建设是一个复杂的多学科系统工程,牵涉的部门、企业、人员和物资繁杂变化,其建设过程中的相关投标、合同、施工和维护协调难度很大。同时水电工程建设施工是一个连续的不间断施工过程,特别是大坝浇筑期间所用的材料需求量较大,供应要求保证持续数量和质量。所以水电工程建设中物资的保质、保量和及时有效的运输是保证水电工程顺利建设,早日产生效益的关键。另外,水电工程建设中还有很多经济问题,包括投资成本巨大,建设工期较长,合作单位众多,其中工程建设工作的步骤和环节复杂。对工程建设中的合理制定物资需求计划和采购,优化和控制相关成本问题,也是水电工程建设早日产生和提高效益的一个重要环节。本人通过运用供应链管理和计划采购成本控制思想,应用系统信息化技术的理论与方法,对水电工程建设过程分析,结合水电工程建设的项目实际管理操作情况,建立水电工程建设的供应链体系和供应链管理模式,把供应链环境下计划和采购成本的控制的思想应用到水电工程建设中,同时给出了计划和采购以及调度模型。并给出一个实际项目的实现方案。
【Abstract】 With the development of the information technology and the taking sharp gradually of globalization market, face competing for the resource and market in the world, enterprise explore a management mode and office procedure under the new competitive environment. Supply Chain Management emerges as the times require at the historic moment under this kind of background, and develop fast. SCM is kind of integrated management ideology and method, which is management process of planning organizing and controlling the stream of material cash and information and corresponding with business partner. SCM deals with the whole operations from the supplier of supplier to the client of client, which focuses on optimizing manufacture process, speed flow in whole supply chain and all kind of operation and stratagem management.Hydropower project is huge and complicated system engineering, involving the department, enterprise, personal and material being miscellaneous and varied. There are more difficulty for bid, bargain, construction maintenance and harmonization during the process of construct. And there is an uninterrupted process of construct during the irrigating dam especially and the materials request more. So it is a key for being early in operation by supplying enough in amount and in quality during the process of construct and the effective transportation. Otherwise there are many economic problems including a huge investment cost, a long time limit for the project, numerous cooperative units and complicated steps and tache in hydropower project. For increasing the efficiency of investment cost and being early in operation, it’s an important tache to establish MRP and stock with reason, to optimize and control the interrelated cost.This text analyses the construct process uniting the actual management and operation of hydropower project, establishes a system and mode of SCM using the thought of SCM and control of the cost of stock and planning and the theory and method of system information technology. This study offers the model of planning and that of stock and dispatch, gives an achieved project using the thought of the control of the cost of stock and planning under the environment of SCM.
