【摘要】 在党的十六届五中全会通过的《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》中,将建设社会主义新农村作为现代化进程中的重大战略举措。建设社会主义新农村,经济是基础,而教育对经济发展具有先导性、基础性的作用。发展农村教育事业不仅成为今后农村社会经济发展的一项十分重要的任务,更是落实科学发展观、构建社会主义和谐社会、建设社会主义新农村的重要途径之一。改革开放至今,我国农村教育取得了一定的进展,但农村教育整体薄弱的状况还没有得到根本的扭转,教育为农村经济社会发展服务、为建设社会主义新农村服务的能力亟待加强。所以在社会主义新农村建设背景下的农村教育发展研究成为越来越备受关注的课题。农村教育是在农村地域内举办的、以农村人口为对象的、以培养新农民和为农村经济和社会发展服务为目的的社会实践活动。包括农村义务教育、农村成人教育、农民职业培训和农村远程教育工程。目前我国农村教育面临着基础教育薄弱、经费投入不足、师资队伍建设落后、管理体制不健全、远程教育滞后等等诸多方面的问题。搭上新农村建设这趟快车对农村教育发展来说是个很好的机遇。而要发挥农村教育在新农村建设进程中的作用,必须完善九年义务教育,加强农村成人教育,促进农民职业培训和加强农村远程教育工程,培育出符合新农村建设要求的“有文化、懂技术、会经营”的新型农民。更多还原

【Abstract】 In " the Proposals of CPC Central Committee for Formulating the national economy and social development of the 11th five-year program " of The Fifth Plenary Session of the party’s sixteenth ,building new socialist rural areas is made as a major strategic act during the modernization process. Building new socialist rural areas, the economy is the foundation, and education plays a leading and basic role in the course of the economic development. The development of rural education is not only a very important task in the future of rural socio-economic development, but also one of the important ways to implement the scientific concept of development and building a harmonious socialist society and building new socialist rural areas .Since the reforming and opening , China’s rural education has made some progress, But the overall weak position of rural education has not been fundamentally reversed. To rural education ,the capacity serving for rural economic and social development , for building a new socialist rural should be strengthened. So the research of rural education development under the background of the new socialist rural areas construction become an increasingly concerned topic.Rural education is a social pratice ,which to organize in the rural areas , to take the rural population as customers, to take training new farmers and serving for rural economic and social development as the purpose. Including rural compulsory education, rural adult education, vocational training farmers and the rural tele-education project. At present, China’s rural education is faced with weak basic education, the funding shortage, the backward building of the contingent of teachers, the imperfect management system , the backward tele-education, etc.. Getting on board the new rural construction, to the development of rural education, is a very good opportunity. To play the role of rural education in the rural areas of the construction process, it is necessary to improve the nine-year compulsory education, strengthen the rural adult education, vocational training for farmers and the rural tele-education project, to bring up the new“educated, skilled, managemental”farmers in line with the new rural construction .更多还原
